Approval of Minutes
MOTION: Sen. Peterson moved to approve the minutes of February 9, 2006.
The motion passed unanimously with Sens. Bell and Stephenson absent or the vote.
1. S.B. 209 Waste Fee Amendments (D. Eastman)
Sen. explained the bill.
The following amendments were distributed:

MOTION: Sen. Goodfellow moved to adopt the amendments.
The motion passed unanimously with Sen. Bell absent for the vote.
MOTION: Sen. Goodfellow moved to transmit the bill with a favorable recommendation as amended.

2. S.B. 196 Revisions to Redevelopment Agency Provisions (C. Bramble)
Sen. Bramble explained the bill.
Larry Newton, Utah State Office of Education, spoke to the bill.
MOTION: Sen. Bramble moved to proceed to the next item on the agenda.
The motion passed unanimously.
3. S.B. 242 Tax Revisions (C. Bramble)
Sen. Bramble explained the bill and handouts were distributed.
Neil Ashdown, Chief of Staff, Office of the Governor; Keith Prescott, Advisor to the Governor; and Mike Jerman, Utah Taxpayers Association, spoke in support of the bill.
Sarah Wilhelm, Voices for Utah Children; Laura Polacheck, Associate State Director, AARP; Karmen Sanone, Salt Lake County Aging Services; Bill Erickson, President, Utah Housing Finance Agency; Sarah Wright, Utah Clean Energy; and Beverly Miller, Utah Clean Cities, had questions concerning the bill.
Keith Prescott, Advisor to the Governor, clarified the bill and answered questions.
MOTION: Sen. Stephenson moved to transmit the bill with a favorable recommendation.
The motion passed unanimously.
4. S.B. 258 Revenue Bonds - Auditing of Leases (C. Bramble)
Sen. Bramble explained the bill.
Jodi Howick, Legal Counsel, Salt Lake Airport, spoke to the bill.
MOTION: Sen. Bell moved to transmit the bill with a favorable recommendation.
The motion passed unanimously.
MOTION: Sen. Bramble moved to reconsider S.B. 196 Revision to Redevelopment Agency Provisions.
The motion passed unanimously.
