Chair Bramble called the meeting to order at 8:20 a.m.
    
1.    S.B. 270 Individual Income Tax Revisions (T. Hatch)     
    Sen. Hatch explained the bill.

     MOTION: Sen. Peterson moved to transmit the bill with a favorable recommendation.
    
    The motion passed unanimously with Sens. Dmitrich and Goodfellow absent for the vote.     
2.    S.B. 102 Gifts to Public Officials (G. Bell)

    Sen. Bell explained the bill.

     MOTION: Sen. Bell moved to transmit the bill with a favorable recommendation.
    
    The motion failed with Sen. Bell voting in favor of the bill and Committee Chair Bramble     and Sens. Dmitrich, Goodfellow, Peterson and Stephenson voting in opposition.

3.    H.B. 101 Lobbyist Gift Limits and Disclosure (J. Alexander)



    Rep. Alexander explained the bill.

     MOTION: Sen. Stephenson moved to adopt 3rd Sub. H.B. 101.

    The motion passed with Sen. Bell voting in opposition.

     MOTION: Sen. Peterson moved to go to the next item on the agenda.

    SUBSTITUTE MOTION: Sen. Stephenson moved to amend the bill as follows:

        Page 2, Line 37:        After "over" delete "$100" and insert "$50"

        Page 2, Line 38:        After "that the" delete "$100" and insert "$50"

        Page 7, Line 193:        After"2007," delete "$100" and "$50"

    The motion passed with Sen. Bell voting in opposition.

    MOTION: Sen. Stephenson moved to transmit 3rd Sub. H.B. 101 with a favorable     recommendation as amended.
    
    The motion passed with Sen. Bell voting in opposition.

4.    S.B. 254 Election Code Amendments (C. Bramble)

    Sen. Bramble explained the bill.
    
     MOTION: Sen. Bramble moved to go to the next item on the agenda.

    The motion passed unanimously.

5.    H.J.R. 16 Resolution Urging Congressional Repeal of Federal Exise Tax On     Telecommunications (L. Christensen)

    
Rep. Christensen explained the bill.

     MOTION: Sen. Dmitrich moved to transmit the resolution with a favorable     recommendation.

    The motion passed unanimously with Committee Chair Bramble absent for the vote.




6.    2nd Sub. H.B. 42 Renewable Energy Tax Credit (S. Allen)

    Rep. Allen explained the bill.

    Sarah Wright, Director, Utah Clean Energy, answered questions from the committee.

     MOTION: Sen. Bell moved to transmit the bill with a favorable recommendation.

    The motion passed unanimously with Committee Chair Bramble absent for the vote.

7.    H.B. 291 State Tax Commission Bonding and Licensing Amendments (W. Harper)

    Rep. Harper explained the bill.

     MOTION: Sen. Goodfellow moved to transmit the bill with a favorable recommendation.

    The motion passed unanimously with Committee Chair Bramble absent for the vote.

     MOTION: Sen. Stephenson moved that the bill be placed on the Consent Calendar.

    The motion passed unanimously with Committee Chair Bramble absent for the vote.

8.    1st Sub. H.B. 53 Corporate Franchise and Income Taxes - Apportionment of Business     Income to Utah and Deduction of Net Losses by a Unitary Group (W. Harper)

    Rep. Harper explained the bill.

    Rodney G. Marrelli, Executive Director, Utah State Tax Commission, answered questions     from the committee.

     MOTION: Sen. Bell moved to transmit the bill with a favorable recommendation.

    The motion passed unanimously with Committee Chair Bramble absent for the vote.

9.    S.B. 221 Levies for the Assessment and Collection of Property Taxes (H. Stephenson)

    
Sen. Stephenson explained the bill.

    Kris Poulson, County Assessor, Utah County, answered questions from the committee.


    
     MOTION: Sen. Stephenson moved to transmit the bill with a favorable     recommendation.

    The motion passed unanimously with Committee Chair absent for the vote.

     MOTION: Sen. Goodfellow moved to adjourn.
