Committee Chair Killpack called the meeting to order at 3:38 p.m.

Approval of Minutes

     MOTION: Sen. Walker moved to approve the minutes of January 19, 2006.

     The motion passed unanimously with Sen. Bramble absent for the vote.
    
1.    S.B. 54 Revenue Flow from Speeding Violations (J. Hickman)
    
    Sen. Hickman explained the bill and the following amendments were distributed:


    1. Page 1, Line 15:     After "requires" delete "district courts and" and after "pay" insert              "1/2 of"

    2. Page 1, Line 17:    After "state treasurer" insert "if the citation was issued by a law              enforcement agency employed by a county or municipality"

    3. Page 1, Line 25:    Delete line 25

    4. Pages 2-3, Lines 29-65:    Delete lines 29-65

    5. Page 4, Line 95:     Delete "paid to the state treasurer" and insert "remitted 1/2 to the              state treasurer and 1/2 in accordance with Subsection (1) if the              citation for the violation was issued by a law enforcement agency         employed by a county or municipality."

     MOTION: Sen. Jenkins moved to adopt the amendments.

    The motion passed unanimously with Sen. Bramble absent for the vote.

     MOTION: Sen. Mayne moved to pass the bill out favorably as amended.

    The motion passed with Sens. Killpack, Bramble, Walker, Hale and Mayne voting in favor of     the bill and Sen. Jenkins voting in opposition.

2.    S.B. 98 Safety Belt Enforcement Amendments (K. Hale)

    
Sen. Hale explained the bill.

    Sen. Bramble proposed a substitute bill.

    Doug Nelson, Medical Director, Emergency, Primary Childrens Medical Center; Tom     Metcalf, Pediatrician; Brenda Rose, Utah PTA; Art Brown, Pres., MADD; Honey Bee J.     Brenchley, AAA; Chris Purcell, State Farm Insurance; Dan England, Pres., Utah Trucking     Industry; and Col. Scott Duncan, Utah Highway Patrol, spoke in support of S.B.98.

     MOTION: Sen. Hale moved to go to the next item on the agenda.

    The motion passed unanimously.

3.    S.B. 119 Repeal of Off-Highway Vehicle Registration Number (T. Hatch)


    
Sen. Hatch explained the bill.

    Heidi McIntosh, Southern Utah Wilderness Alliance, distributed a handout and spoke in     support of the bill.

    Wayne Jones, Director, Power Sport Dealers Association, and Steve Roberts, Deputy     Director, Utah State Parks, spoke in support of the bill.

     MOTION: Sen. Walker moved to pass the bill out favorably.

    The motion passed with Sens. Killpack, Bramble, Jenkins and Walker voting in favor of the     bill and Sens. Hale and Mayne voting in opposition.

4.    H.B. 20 Commercial Driver Training School Act Amendments (J. Dunnigan)

    
Rep. Dunnigan explained the bill.

     MOTION: Sen. Mayne moved to pass the bill out favorably.

    The motion passed unanimously with Sen. Bramble absent for the vote.

5.    H.B. 35 State Highways Amendments (J. Murray)

    
Rep. Murray explained the bill.

     MOTION: Sen. Walker moved to pass the bill out favorably.

    The motion passed unanimously with Sen. Bramble absent for the vote.

     MOTION: Sen. Hale moved to adjourn.

    The motion passed unanimously with Sen. Bramble absent for the vote.
