Committee Chair Killpack called the meeting to order at 9:23 a.m. and announced that S.B. 180 Traffic Tickets and Convictions (D.C. Buttars) would not be heard today.
Approval of Minutes
MOTION: Sen. Bramble moved to approve the minutes of January 27, 2006.
The motion passed unanimously.
1. S.B. 180 Motor Vehicle Lease Agreements (M. Madsen)
Sen. Madsen explained the bill.
Craig Bickmore, Utah Auto Dealers Association, answered questions from the committee.
MOTION: Sen. Bramble moved to pass the bill out favorably.
The motion passed unanimously with Sens. Hale and Mayne absent for the vote.
2. S.B. 63 Issuance and Display of License Plates (D. Eastman)
Sen. Eastman explained the bill and gave a Power Point presentation.
1st Sub. S.B. 63 was distributed.
MOTION: Sen. Bramble moved to adopt 1st Sub. S.B. 63.
The motion passed unanimously with Sen. Mayne absent for the vote.
David Spatafore, Utah Chiefs of Police Association, and Edward B. Southall, Government Relations, 3M Company, spoke in opposition to the bill.
MOTION: Sen. Jenkins moved to pass the bill out favorably.
The motion failed with Sens. Killpack and Jenkins voting in favor of the bill and Sens. Bramble, Walker, Hale and Mayne voting in opposition.
MOTION: Sen. Jenkins moved to adjourn.
The motion passed unanimously at 10:03 a.m.
