Committee Chair Killpack announced that S.B. 88 Disclosure of Driver License Records
(M. Madsen) and S.C.R 2 Resolution Urging Development of Offshore Energy Resources (T. Hatch) would not be heard today.

Sen. Bramble assumed the Chair and called the meeting to order at 8:15 a.m.

Approval of Minutes

     MOTION: Sen. Jenkins moved to approve the minutes of January 31, 2006.
        
     The motion passed unanimously with Sen. Mayne absent for the vote.
    
1.    S.B. 80 Public-private Partnerships for Tollway Facilities (S. Killpack)

    Sen. Killpack explained the bill.
    



    

    Carlos Braceros, Deputy Director, UDOT, further clarified the bill, spoke in support of the     bill and answered questions from the committee.

    Jeff Holt, Vice President, Goldman Sachs, and Robyn Riggs, Vice President, Salt Lake     Chamber of Commerce, spoke in support of the bill.

    Tom Bingham, President, Utah Manufacturers Association , spoke to the bill.

    David M. Creer, President, Utah Trucking Association, spoke in opposition to the bill.

     MOTION: Sen. Walker moved to pass the bill out favorably.

    The motion passed unanimously.

2.    S.B. 129 Motor Vehicle Registration Amendments (S. Killpack)

    
MOTION: Sen. Killpack moved to adopt 1st Sub. S.B. 129.

    The motion passed unanimously with Sen. Jenkins absent for the vote.

    Sen. Killpack explained the bill.    

    Steven Jones, Utah Car Rental Association, spoke in support of the bill.

    Brent Gardner, Utah Association of Counties, and Rodney G. Marrelli, Executive Director,     State Tax Commission, spoke to the bill.

     MOTION: Sen. Walker moved to pass the bill out favorably.

    The motion passed unanimously with Sen. Hale absent for the vote.

     MOTION: Sen. Killpack moved to adjourn.

    The motion passed unanimously at 9:50 a.m. with Sen. Hale absent for the vote.
