Committee Chair Killpack called the meeting to order at 8:35 a.m. and announced that S.B. 88 Disclosure of Driver License Records (M. Madsen) would not be heard today.

Approval of Minutes

     MOTION: Sen. Jenkins moved to approve the minutes of February 2, 2006.

     The motion passed unanimously with Sen. Bramble absent for the vote.
    
1.    S.B. 226 Registration and Title Provisions (D. Eastman)

    
The following amendments were distributed:

1.    Page 2, Line 38 :    

             38          
{   None   }        This bill takes effect on July 1, 2006.      



2.    Page 6, Line 165 :    

             165      dealer is not liable for the registration fee or penalty.
    
  Section 7. Effective date.

    This bill takes effect on July 1, 2006.  



    
MOTION: Sen. Jenkins moved to adopt the amendments.

    The motion passed with Sen. Bramble absent for the vote.

    
Sen. Eastman explained the bill.
    
    
Craig Bickmore, Executive Director, Utah Auto Dealers Association, further clarified and     spoke in support of the bill.

    
MOTION: Sen. Bramble moved to pass the bill out favorably as amended.

    The motion passed unanimously.

2.    S.B. 183 Utah Emergency Medical Services Act Amendments (D. Eastman)

    
Sen. Eastman explained the bill and 1st Sub. S.B. 183 was distributed.

     MOTION: Sen. Jenkins moved to adopt 1st Sub. S.B. 183.

    The motion passed unanimously.

    Mike Moffitt, Vice President, Gold Cross Ambulance, and Michael Jensen, S.L. City     Council, Unified Fire Authority, spoke in support of the bill.

    
MOTION: Sen. Hale moved to pass out 1st Sub. S.B. 183 favorably.

    The motion passed unanimously.

    MOTION: Sen. Bramble moved that the bill be placed on the Consent Calendar.

    The motion passed unanimously.

3.    1st Sub. H.B. 46 Energy Policy Amendments (R, Barrus)



    
Rep. Barrus explained the bill and handouts were distributed.

    Kevin Boardman, Director, Government Affairs, Utah Power, spoke in support of the bill.     
    
MOTION: Sen. Hale moved to pass the bill out favorably.

    The motion passed unanimously with Sen. Bramble absent for the vote.

4.    1st Sub. H.B. 49 Department of Technology Services Personnel Transfer -     Supplemental Appropriation (D. Clark)

    
Rep. Clark explained the bill.

    Steve Fletcher, Chief Information Officer, Department of Technology Services, spoke in     support of the bill.

     MOTION: Sen. Jenkins moved to pass the bill out favorably.

    The motion passed unanimously with Sen. Bramble absent for the vote.

5.    H.B. 50 Utah Technology Industry Council Revisions (D. Litvack)

    
Rep. Litvack explained the bill.

     MOTION: Sen. Hale moved to pass the bill out favorably.

    The motion passed unanimously with Sen. Bramble absent for the vote.

    
MOTION: Sen. Jenkins moved to adjourn.

    The motion passed unanimously at 9:06 a.m. with Sen. Bramble absent for the vote.
