Chair Walker called the meeting to order at 4:15 p.m.

    MOTION: Sen. Fife moved to approve the minutes of February 20, 2006. The motion     passed unanimously with Sen. Eastman absent for the vote.

1. S.B. 43 Minimum Wage Amendments (E. Mayne)

    
MOTION: Sen. Evans moved to limit the public speakers to three each for those in support of the bill and those in opposition to the bill. The motion passed with Sens. Fife and Mayne voting in opposition to the motion.

    
Sen. Mayne presented the bill and distributed handouts.

     MOTION: Sen. Mayne proposed the following amendments:

     Page 1, Line 12, delete "7" and insert "6.50"



    Page 2, Line 30, delete "7" and insert "6.50"    

    The motion passed unanimously.

    Bruce Reese, President of Bonneville International Corporation and a member of the Board of united Way, spoke in favor of the bill.

    Jim Olsen, Executive Vice President, Utah Retail Merchants, spoke in opposition to the bill.

    Dee Rowland, Government Liaison, Catholic Diocese, spoke in favor of the bill and distributed a handout.

    Greg Gruber, Chairman, Utah Restaurant Industry, spoke in opposition to the bill.

    Karen Crompton, Executive Director, Voices for Utah Children, spoke in favor of the bill and read a letter to Sen. Hale from a nine-year-old boy named Carlos.

    Pamela Atkinson, Community Advocate, spoke to the bill.

    Chair Walker complemented Ms. Atkinson for her efforts in behalf of Utah citizens.

     MOTION: Sen. Fife moved to pass S.B. 43, as amended, out of committee with a favorable recommendation.

    The motion failed with Sens. Fife, Madsen and Mayne voting in favor of the motion.

2. H.J.R. 23 Resolution Supporting Working Families Economic Development Initiative     T. Cosgrove)

    
Rep. Cosgrove presented the resolution.

    Bill Crim, United Way of Utah, and Josh Pedersen, Director, 211 Program, spoke in favor of the resolution and distributed a handout.

     MOTION: Sen. Evans moved to pass H.J.R. 23 out of committee with a favorable recommendation. The motion passed unanimously with Sen. Mayne absent for the vote.

3. 1st Sub. H.B. 330 Allowance of State Memorials on State Property (W. Harper)


    
Rep. Harper presented the bill.

     MOTION: Sen. Knudson moved to pass 1st Sub. H.B. 330 out of committee with a favorable recommendation. The motion passed unanimously with Sen. Mayne absent for the vote.

4. 1st Sub. H.B. 158 Sex Offender Amendments (B. Dee)

    
Rep. Dee presented the bill.

     MOTION: Sen. Knudson moved to pass 1st Sub. H.B. 158 out of committee with a favorable recommendation. The motion passed unanimously with Sen. Mayne absent for the vote.

5. H.B. 284 Beterinary Practice Act Amendments (J. Mathis)

    
Rep. Mathis presented the bill.

     MOTION: Sen. Evans moved to pass H.B. 284 out of committee with a favorable recommendation. The motion passed unanimously.

     MOTION: Sen. Evans moved to adjourn.

    Chair Walker adjourned the meeting at 5:45 p.m.
