LONG TITLE

General Description:

This bill directs that a portion of one-time unexpended balances from the Medicaid budget be
11
designated as non-lapsing and expended for emergency dental services for the aged, blind, and
12
disabled.

Be it enacted by the Legislature of the state of Utah:

Section 1. Under the terms and conditions of Section 63-38-3, the following intent language
28
applies to indicated items of appropriation made during the 2005 General Session.

31 Item 1 To Department of Health - Medical Assistance
32 Under the terms of Section 63-38-8.1 of the Utah Code, the
33 Legislature intends that up to $2,000,000 of Item 95, Chapter
34 8, Laws of Utah 2005 not lapse at the end of fiscal year 2006.
35 The Legislature intends that up to $2,000,000 of those
36 nonlapsing funds be expended only for Medicaid coverage of
37 emergency dental services to the aged, blind, and disabled.
38 The Legislature further intends that these funds be used to
39 match up to $4,800,000 in Federal Medicaid funds.
40 Section 2. Effective Date.
41 If approved by two-thirds of all the members elected to each house, this bill takes effect upon
42 approval by the Governor, or the day following the constitutional time limit of Utah Constitution
43 Article VII, Section 8 without the Governor's signature, or in the case of a veto, the date of override.
