             8      LONG TITLE
             9      General Description:
             10          This concurrent resolution of the Legislature and the Governor authorizes the Capitol
             11      Preservation Board to expend certain appropriations to construct an underground
             12      parking structure east of the state capitol building and to reconfigure the northeast
             13      capitol hill parking area.
             14      Highlighted Provisions:
             15          This resolution:
             16          .    authorizes the Capitol Preservation Board to divert up to $15 million from existing
             17      appropriations to construct an underground parking structure east of the state capitol
             18      building and to reconfigure the northeast capitol hill parking area.
             19      Special Clauses:
             20          None
             21     
             22      Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
             23          WHEREAS, the Utah Legislature has appropriated monies for a comprehensive
             24      restoration and construction program on the State Capitol Complex since 2000;
             25          WHEREAS, in order to accommodate public officials, visitors, and employees who
             26      park their vehicles near Capitol Hill, the Capitol Hill Master Plan calls for an evaluation of
             27      long-term parking needs and a reconfiguration of the northeast parking area and sidewalks;


             28          WHEREAS, the Capitol Preservation Board recently conducted a review of options for
             29      public official and employee parking on the State Capitol Complex;
             30          WHEREAS, as a result of that review, the Capitol Preservation Board has
             31      recommended that a public official and employee underground parking structure be constructed
             32      east of the state capitol building and that the northeast Capitol Hill parking area be
             33      reconfigured;
             34          WHEREAS, because the state capitol building is currently closed for restoration and for
             35      seismic base-isolation improvements, and because the state capitol grounds are affected by that
             36      restoration and other construction, the Capitol Preservation Board concluded that it would be
             37      more efficient to construct an underground parking structure east of the state capitol building
             38      now rather than excavating the area later; and
             39          WHEREAS, the appropriations by the Utah Legislature to the Capitol Preservation
             40      Board for the restoration and other construction on the State Capitol Complex did not include
             41      authorization for the Board to use those monies to construct an underground parking structure
             42      east of the state capitol building and to reconfigure the northeast Capitol Hill parking area:
             43          NOW, THEREFORE, BE IT RESOLVED that the Capitol Preservation Board is
             44      authorized to use up to $15 million from its existing legislative appropriations to construct an
             45      underground parking structure east of the state capitol building and to reconfigure the northeast
             46      Capitol Hill parking area, with an estimated completion date for both of January 2008.
