10 LONG TITLE
11 General Description:
12 This bill requires the Department of Transportation to complete a study of east-west
13 transportation improvements in Salt Lake County and counties of the second class.
14 Highlighted Provisions:
15 This bill:
16 . requires the Department of Transportation to study the need for east-west
17 transportation improvements in Salt Lake County and counties of the second class;
18 and
19 . requires the department to report study findings to the Legislature prior to
20 September 30, 2008.
21 Monies Appropriated in this Bill:
22 This bill appropriates:
23 . for fiscal year 2006-07 only, $3,500,000 from the General Fund to the Department
24 of Transportation.

30 Be it enacted by the Legislature of the state of Utah:
31 Section 1. Study of east-west transportation improvements in Salt Lake County
32 and counties of the second class.
33 The Department of Transportation shall:
34 (1) in coordination with a representative of the metropolitan planning organization, as
35 defined in Section 72-1-208.5 , that includes Salt Lake County:
36 (a) study the following east-west transportation route improvements in Salt Lake
37 County between the 2100 South Corridor and the southern end of the county and between
38 Interstate 15 and SR-111:
39 (i) construction of one or more limited-access highways;
40 (ii) improvements to the existing system of arterial highways including whether
41 additional arterial highways should be constructed; and
42 (iii) development of other multimodal transportation projects;
43 (b) identify:
44 (i) a minimum of three potential corridors for one or more limited-access highways
45 under Subsection (1)(a)(i);
46 (ii) a minimum of four potential arterial system improvements or additional arterial
47 highways under Subsection (1)(a)(ii); and
48 (iii) alternative overpass, interchange, and intersection designs for each alternative
49 identified under Subsections (1)(b)(i) and (ii); and
50 (c) hold one or more public hearings to assist in:
51 (i) identifying improvements under Subsection (1)(a); and
52 (ii) developing options under Subsection (1)(b); and
53 (2) in coordination with a representative of the metropolitan planning organization, as
54 defined in Section 72-1-208.5 , that includes a county of the second class:
55 (a) study the following east-west transportation route improvements in a county of the
56 second class:
57 (i) construction of one or more limited-access highways;
58 (ii) improvements to the existing system of arterial highways including whether
59 additional arterial highways should be constructed; and
60 (iii) development of other multimodal transportation projects;
61 (b) identify:
62 (i) potential corridors for one or more limited-access highways under Subsection
63 (2)(a)(i);
64 (ii) potential arterial system improvements or additional arterial highways under
65 Subsection (2)(a)(ii); and
66 (iii) alternative overpass, interchange, and intersection designs for each alternative
67 identified under Subsections (2)(a)(i) and (ii); and
68 (c) hold one or more public hearings to assist in:
69 (i) identifying improvements under Subsection (2)(a); and
70 (ii) developing options under Subsection (2)(b); and
71 (3) report study progress prior to November 30, 2007 and study findings prior to
72 September 30, 2008 to:
73 (a) the Executive Appropriations and Transportation Interim Committees of the
74 Legislature; and
75 (b) the Transportation Commission.
76 Section 2. Appropriation.
77 There is appropriated for fiscal year 2006-07 only, $3,500,000 from the General Fund
78 to the Department of Transportation to conduct the study required by this bill.
