             8      LONG TITLE
             9      General Description:
             10          This bill modifies provisions relating to the Statewide Global Positioning Reference
             11      Network.
             12      Highlighted Provisions:
             13          This bill:
             14          .    gives a name to a previously unnamed committee that advises the Automated
             15      Geographic Reference Center;
             16          .    changes the membership of the advisory committee; and
             17          .    requires the chief information officer, rather than the Division of Integrated
             18      Technology, to make rules for operating policies and procedures for the Statewide
             19      Global Positioning Reference Network.

             28      Be it enacted by the Legislature of the state of Utah:
             29          Section 1. Section 63F-1-509 is amended to read:


             30           63F-1-509. Statewide Global Positioning Reference Network created -- Advisory
             31      committee.
             32          (1) (a) There is created the Statewide Global Positioning Reference Network to
             33      improve the quality of geographic information system data and the productivity, efficiency, and
             34      cost-effectiveness of government services.
             35          (b) The network shall provide a system of permanently mounted, fully networked,
             36      global positioning system base stations that will provide real time radio navigation and
             37      establish a standard statewide coordinate reference system.
             38          (c) The center shall administer the network.
             39          (2) (a) There is created [an advisory committee] the Global Positioning Systems
             40      Advisory Committee to advise the center on implementing and maintaining the network.
             41          (b) The committee membership shall consist of:
             42          (i) the center manager or the manager's designee;
             43          (ii) a representative from the Department of Transportation created by Section
             44      72-1-201 designated by the executive director appointed under Section 72-1-202 ;
             45          [(iii) a representative from the division designated by the director;]
             46          [(iv)] (iii) the chief information officer or the chief information officer's designee;
             47      [and]
             48          [(v)] (iv) a representative from the Utah Association of County Surveyors[.]; and
             49          (v) a representative from the Utah Council of Land Surveyors.
             50          (c) The representative from the center shall be the chair of the committee.
             51          (d) The committee shall meet upon the call of the chair or a majority of the committee
             52      members.
             53          (e) The committee chair shall give reasonable notice to each member prior to any
             54      meeting.
             55          (f) Three members shall constitute a quorum for the transaction of business.
             56          (g) The center shall provide staff support to the committee.
             57          (h) Committee members who are state government employees shall receive no


             58      additional compensation for their work on the committee.
             59          (i) Committee members who are not state government employees shall receive no
             60      compensation or expenses for their work on the committee.
             61          (j) The committee shall recommend rules to the [division] chief information officer for
             62      adoption under Subsection (3).
             63          (3) (a) In accordance with Title 63, Chapter 46a, Utah Administrative Rulemaking Act,
             64      the [division] chief information officer shall make, in consultation with the committee, rules
             65      providing for operating policies and procedures for the network.
             66          (b) The rules shall consider:
             67          (i) network development that serves a public purpose;
             68          (ii) increased productivity and efficiency for state agencies; and
             69          (iii) costs and longevity of the network.
