             8      LONG TITLE
             9      General Description:
             10          This bill amends provisions in the Department of Community and Culture.
             11      Highlighted Provisions:
             12          This bill:
             13          .    authorizes the Department of Community and Culture to establish a grant program
             14      for community-based public and nonprofit organizations that establish programs to
             15      help people obtain self sufficiency;
             16          .    establishes criteria for the grants;
             17          .    requires objective measurements of outcomes for grant recipients; and
             18          .    requires a report to the Workforce Services and Community and Economic
             19      Development Interim Committee.
             20      Monies Appropriated in this Bill:
             21          This bill appropriates:
             22          .    as an ongoing appropriation subject to future budget constraints, $300,000 from the
             23      General Fund for fiscal year 2007-08 to the Department of Community and Culture.

             30      Be it enacted by the Legislature of the state of Utah:
             31          Section 1. Section 9-1-208 is enacted to read:
             32          9-1-208. Department to award grants for community-based self-sufficiency
             33      programs.
             34          (1) (a) Within appropriations specified by the Legislature for this purpose, the
             35      department shall make grants to public and nonprofit entities that assist persons with achieving
             36      self sufficiency and obtaining the services necessary to achieve self sufficiency.
             37          (b) Programs under Subsection (1)(a) may coordinate with other state agencies and
             38      programs as permitted by Section 9-1-202 , which may include:
             39          (i) medical assistance programs under:
             40          (A) Title 26, Chapter 18, Part 1, Medical Assistance Programs; and
             41          (B) Title 26, Chapter 40, Utah Children's Health Insurance Act;
             42          (ii) Chapter 12, Home Energy Assistance Target (HEAT) Program;
             43          (iii) the WIC program;
             44          (iv) Temporary Assistance for Needy Families Block Grant; and
             45          (v) other food and housing assistance programs.
             46          (c) Applicants for grants under this section:
             47          (i) must be submitted to the department in writing; and
             48          (ii) must comply with Subsection (2).
             49          (2) Applications for grants under this section shall include:
             50          (a) a statement of specific, measurable objectives, and the methods to be used to assess
             51      the achievement of those objectives;
             52          (b) a description of strategies that will be used to:
             53          (i) educate the targeted population to utilize resources in the public and private sector
             54      to achieve permanent self sufficiency; and
             55          (ii) educate the targeted population to make effective and efficient use of preventive
             56      health care services;
             57          (c) a description of the personnel responsible for carrying out the activities of the grant
             58      along with a statement justifying the use of any grant funds for the personnel;


             59          (d) letters and other forms of evidence showing that efforts have been made to secure
             60      financial and professional assistance and support for the services to be provided under the
             61      grant;
             62          (e) a list of services to be provided by the applicant;
             63          (f) the schedule of fees to be charged by the applicant; and
             64          (g) other provisions as determined by the department.
             65          (3) The department may accept grants, gifts, and donations of money or property for
             66      use by the grant program.
             67          (4) (a) The department shall establish rules in accordance with Title 63, Chapter 46a,
             68      Utah Administrative Rulemaking Act, governing:
             69          (i) the application form;
             70          (ii) the process for applying for grants; and
             71          (iii) the criteria it will use in awarding grants under this section.
             72          (b) For purposes of Subsection (4)(a)(iii), the department shall, in addition to other
             73      requirements developed by the department, require a grant recipient to:
             74          (i) describe the target population that will be served by the grant program;
             75          (ii) describe the particular type of self sufficiency and measures of self sufficiency the
             76      grant recipient will target, including:
             77          (A) economic self sufficiency;
             78          (B) self sufficiency in daily care and life skills; or
             79          (C) some other measure of self sufficiency.
             80          (c) The department shall report to the Workforce Services and Community and
             81      Economic Development Interim Committee and to the Legislative Executive Appropriations
             82      Committee by November 1, 2009, and every year thereafter on the implementation of the grant
             83      program.
             84          Section 2. Appropriation.
             85          As an ongoing appropriation subject to future budget constraints, there is appropriated
             86      from the General Fund for fiscal year 2007-08, $300,000 to the Department of Community and
             87      Culture to fund the community-based grant program established in Section 9-1-208 .
