9 General Description:
10 This bill modifies provisions relating to applied technology education, including
11 merging the Southeast Applied Technology College with the College of Eastern Utah.
12 Highlighted Provisions:
13 This bill:
14 . provides definitions;
15 . requires specific parental notification and consent before minor public education
16 students may participate in the clinical experience segment of health care
17 occupation programs;
18 . removes the Southeast Applied Technology College from the Utah College of
19 Applied Technology and transfers its functions and responsibilities to the College of
20 Eastern Utah;
21 . provides tuition uniformity for duplicate programs;
22 . creates an applied technology advisory committee at the College of Eastern Utah
23 and specifies its membership and duties;
24 . modifies applied technology education reporting provisions; and
25 . makes technical corrections.

45 Be it enacted by the Legislature of the state of Utah:
46 Section 1. Section 53A-15-202 is amended to read:
47 53A-15-202. Powers of the board.
48 The State Board of Education:
49 (1) shall establish minimum standards for applied technology programs in the public
50 education system;
51 (2) may apply for, receive, administer, and distribute funds made available through
52 programs of federal and state governments to promote and aid applied technology education;
53 (3) shall cooperate with federal and state governments to administer programs which
54 promote and maintain applied technology education;
55 (4) shall cooperate with the Utah College of Applied Technology to ensure that
56 students in the public education system have access to applied technology education at Utah
57 College of Applied Technology campuses; [
58 (5) shall require that before a minor student may participate in clinical experiences as
59 part of a health care occupation program at a high school or other institution to which the
60 student has been referred, the student's parent or legal guardian has:
61 (a) been first given written notice through appropriate disclosure when registering and
62 prior to participation that the program contains a clinical experience segment in which the
63 student will observe and perform specific health care procedures that may include personal
64 care, patient bathing, and bathroom assistance; and
65 (b) provided specific written consent for the student's participation in the program and
66 clinical experience; and
67 [
68 report to the governor and to the Legislature's Education Interim Committee by October 31 of
69 each year detailing:
70 (a) how the applied technology education needs of secondary students are being met;
71 and
72 (b) what access secondary students have to programs offered:
73 (i) at applied technology colleges; and
74 (ii) within the [
75 Utah.
76 Section 2. Section 53B-2a-101 is amended to read:
77 53B-2a-101. Definitions.
78 As used in this chapter:
79 (1) "Applied technology education" means organized educational programs offering
80 sequences of courses or skill sets directly related to preparing individuals for paid or unpaid
81 employment in current or emerging occupations that do not require a baccalaureate or advanced
82 degree.
83 (2) "Board of trustees" means the Utah College of Applied Technology Board of
84 Trustees.
85 (3) "College campus" means a college campus of the Utah College of Applied
86 Technology.
87 (4) "Competency-based" means mastery of subject matter or skill level, as
88 demonstrated through business and industry approved standards and assessments, achieved
89 through participation in a hands-on learning environment, and which is tied to observable,
90 measurable performance objectives.
91 (5) "High wage jobs" means jobs with an annual salary at or above the median salary in
92 the service region of the college campus.

94 (a) a method of instructional delivery that allows for flexible scheduling in response to
95 individual student needs or requirements and demonstrated competency when knowledge and
96 skills have been mastered; and
97 (b) students have the flexibility to begin or end study at any time, progress through
98 course material at their own pace, and demonstrate competency when knowledge and skills
99 have been mastered. If competency is demonstrated in a program of study, a credential,
100 certificate, diploma, or degree may be awarded.
101 Section 3. Section 53B-2a-102 is amended to read:
102 53B-2a-102. President -- Appointment -- Duties.
103 (1) (a) The board shall appoint a president for the Utah College of Applied
104 Technology.
105 (b) The president of the Utah College of Applied Technology does not need to have a
106 doctorate degree, but shall have extensive experience in applied technology education.
107 (c) The president shall serve at the board's discretion.
108 (d) The names of the final candidates for president of the Utah College of Applied
109 Technology shall be publicly disclosed.
110 (e) The chair and vice chair of the Utah College of Applied Technology Board of
111 Trustees shall be members of the search committee for the president.
112 (2) The president shall:
113 (a) direct the Utah College of Applied Technology and coordinate the activities of each
114 of its college campuses;
115 (b) in cooperation with the board of trustees and with the approval of the board,
116 develop a competency-based associate of applied technology degree;
117 (c) ensure that, pursuant to State Board of Regents' rules, an applied technology
118 education degree is primarily a terminal degree, but is transferable to a bachelor's degree in
119 applied technology at other higher education institutions under specific articulation agreements;
120 (d) in consultation with the board of trustees, campus presidents, and campus boards of
121 directors, prepare a comprehensive strategic plan for delivering applied technology education
122 through the Utah College of Applied Technology college campuses;
123 (e) after consulting with local school districts and other higher education institutions in
124 the regions, ensure that the curricula of the Utah College of Applied Technology meet the
125 needs of the state, the regions, and the local school districts;
126 (f) in consultation with the board of trustees, campus presidents, and campus boards of
127 directors, and after consulting with local school districts and other higher education institutions
128 in the region, develop strategies for providing applied technology education in rural areas,
129 specifically considering the distances between rural applied technology education providers;
130 (g) establish minimum standards for applied technology programs of the Utah College
131 of Applied Technology college campuses;
132 (h) in conjunction with the board of trustees, do the following:
133 (i) develop and implement a system of common definitions, standards, and criteria for
134 tracking and measuring the effectiveness of applied technology education;
135 (ii) maintain a central administration office for coordination, prioritization, support,
136 and reporting of college functions dealing with:
137 (A) budgets and audits;
138 (B) facilities, including capital, capital development, and leases;
139 (C) management information systems;
140 (D) campus and college master planning efforts;
141 (E) strategic planning;
142 (F) legislative and Board of Regents contact;
143 (G) general data collection; and
144 (H) programs, certificates, and curriculum; and
145 (iii) develop and implement a plan to inform citizens about the availability, cost, and
146 advantages of applied technology education;
147 (i) after consulting with the State Board of Education and local school districts, ensure
148 that secondary students in the public education system have access to applied technology
149 education through the Utah College of Applied Technology college campuses; and
150 (j) provide expertise and monitor applied technology education within the [
151 regions served by Snow College and the College of Eastern Utah in accordance with [
152 Sections 53B-16-205 and 53B-16-207 .
153 Section 4. Section 53B-2a-103 is amended to read:
154 53B-2a-103. Utah College of Applied Technology Board of Trustees --
155 Membership -- Terms -- Vacancies -- Oath -- Officers -- Quorum -- Committees --
156 Compensation.
157 (1) There is created the Utah College of Applied Technology Board of Trustees,
158 composed of the following members:
159 (a) two members of the State Board of Education appointed by the governor with the
160 consent of the Senate;
161 (b) two members of the State Board of Regents appointed by the governor with the
162 consent of the Senate;
163 (c) one member representing business and industry from the regional board of each
164 regional applied technology college appointed by a majority vote of the business and industry
165 members of the regional board;
166 (d) one member representing business and industry from the Snow College applied
167 technology advisory committee appointed by a majority of the business and industry members
168 of the advisory committee; [
169 (e) one member representing business and industry from the College of Eastern Utah
170 applied technology advisory committee appointed by a majority of the business and industry
171 members of the advisory committee; and
172 [
173 consent of the Senate from nominations submitted by the speaker of the House of
174 Representatives and president of the Senate.
175 (2) (a) [
176 trustees shall be appointed commencing on September 1 of the year of appointment to:
177 (i) two-year terms for the members described in Subsections (1)(a) and (b); and
178 (ii) four-year terms for the members described in Subsections (1)(c) [

187 (3) When a vacancy occurs in the membership for any reason, the replacement shall be
188 appointed for the unexpired term.
189 (4) (a) Each member shall take the official oath of office prior to assuming the office.
190 (b) The oath shall be filed with the Division of Archives and Records Services.
191 (5) The board of trustees shall elect a chair and vice chair, who serve for two years and
192 until their successors are elected and qualified.
193 (6) (a) The board of trustees may enact bylaws for its own government, including
194 provision for regular meetings.
195 (b) (i) The board of trustees may provide for an executive committee in its bylaws.
196 (ii) If established, the committee shall have full authority of the board of trustees to act
197 upon routine matters during the interim between board of trustees meetings.
198 (iii) The committee may act on nonroutine matters only under extraordinary and
199 emergency circumstances.
200 (iv) The committee shall report its activities to the board of trustees at its next regular
201 meeting following the action.
202 (c) Copies of the board of trustees' bylaws shall be filed with the Board of Regents.
203 (7) A quorum shall be required to conduct business which shall consist of a majority of
204 board of trustee members.
205 (8) The board of trustees may establish advisory committees.
206 (9) (a) (i) Members who are not government employees shall receive no compensation
207 or benefits for their services, but may receive per diem and expenses incurred in the
208 performance of the member's official duties at the rates established by the Division of Finance
209 under Sections 63A-3-106 and 63A-3-107 .
210 (ii) Members may decline to receive per diem and expenses for their service.
211 (b) (i) State government officer and employee members who do not receive salary, per
212 diem, or expenses from their agency for their service may receive per diem and expenses
213 incurred in the performance of their official duties from the board of trustees at the rates
214 established by the Division of Finance under Sections 63A-3-106 and 63A-3-107 .
215 (ii) State government officer and employee members may decline to receive per diem
216 and expenses for their service.
217 (c) (i) Higher education members who do not receive salary, per diem, or expenses
218 from the entity that they represent for their service may receive per diem and expenses incurred
219 in the performance of their official duties from the board of trustees at the rates established by
220 the Division of Finance under Sections 63A-3-106 and 63A-3-107 .
221 (ii) Higher education members may decline to receive per diem and expenses for their
222 service.
223 Section 5. Section 53B-2a-104 is amended to read:
224 53B-2a-104. Utah College of Applied Technology Board of Trustees -- Powers
225 and duties.
226 The Utah College of Applied Technology Board of Trustees shall:
227 (1) in cooperation with the president of the Utah College of Applied Technology, and
228 with the approval of the State Board of Regents, develop competency-based associate of
229 applied technology degrees to be offered by the Utah College of Applied Technology;
230 (2) approve the courses and requirements for the associate of applied technology
231 degrees;
232 (3) ensure that, pursuant to State Board of Regents' rules, an applied technology
233 education degree is primarily a terminal degree, but is transferable to a bachelor's degree in
234 applied technology at other higher education institutions under specific articulation agreements;
235 (4) ensure that the Utah College of Applied Technology college campuses comply with
236 the requirements in Section 53B-2a-106 ;
237 (5) advise the president of the Utah College of Applied Technology and the State
238 Board of Regents on issues related to applied technology education;
239 (6) receive budget requests from each college campus, compile and prioritize the
240 requests, and submit the request to:
241 (a) the Legislature; and
242 (b) the Governor's Office of Planning and Budget;
243 (7) receive funding requests pertaining to capital facilities and land purchases from
244 each college campus, ensure that the requests comply with Section 53B-2a-112 , prioritize the
245 requests, and submit the prioritized requests to the State Building Board;
246 (8) prepare and submit an annual report detailing its progress and recommendations on
247 applied technology education issues to the governor and to the Legislature's Education Interim
248 Committee by October 31 of each year, which shall include information detailing:
249 (a) how the applied technology education needs of secondary students are being met;
250 and
251 (b) how the emphasis on high demand, high wage jobs in business and industry
252 described in Subsection 53B-2a-106 (1)(c)(ii) is being provided; and
253 [
254 (i) at college campuses; and
255 (ii) within the [
256 Utah;
257 (9) receive, by September 30 of each year, an annual report from Snow College and the
258 College of Eastern Utah on the status of and maintenance of the effort for applied technology
259 education in the [
260 including access to open-entry, open-exit competency-based applied technology education
261 programs at the tuition rate approved by the Utah College of Applied Technology for adults
262 and at no tuition cost to secondary students; and
263 (10) perform other duties and responsibilities prescribed under the policies of the State
264 Board of Regents.
265 Section 6. Section 53B-2a-105 is amended to read:
266 53B-2a-105. Utah College of Applied Technology -- Composition.
267 The Utah College of Applied Technology is composed of the following college
268 campuses:
269 (1) the Bridgerland Applied Technology College Campus which serves the geographic
270 area encompassing:
271 (a) the Box Elder School District;
272 (b) the Cache School District;
273 (c) the Logan School District; and
274 (d) the Rich School District;
275 (2) the Ogden-Weber Applied Technology College Campus which serves the
276 geographic area encompassing:
277 (a) the Ogden City School District; and
278 (b) the Weber School District;
279 (3) the Davis Applied Technology College Campus which serves the geographic area
280 encompassing:
281 (a) the Davis School District; and
282 (b) the Morgan School District;
283 (4) the Salt Lake/Tooele Applied Technology College Campus which serves the
284 geographic area encompassing:
285 (a) the Salt Lake City School District;
286 (b) the Granite School District;
287 (c) the Jordan School District;
288 (d) the Murray School District; and
289 (e) the Tooele School District;
290 (5) the Mountainland Applied Technology College Campus which serves the
291 geographic area encompassing:
292 (a) the Alpine School District;
293 (b) the Nebo School District;
294 (c) the Provo School District;
295 (d) the South Summit School District;
296 (e) the North Summit School District;
297 (f) the Wasatch School District; and
298 (g) the Park City School District;
299 (6) the Uintah Basin Applied Technology College Campus which serves the
300 geographic area encompassing:
301 (a) the Daggett School District;
302 (b) the Duchesne School District; and
303 (c) the Uintah School District;
304 (7) the Southwest Applied Technology College Campus which serves the geographic
305 area encompassing:
306 (a) the Beaver School District;
307 (b) the Garfield School District;
308 (c) the Iron School District; and
309 (d) the Kane School District; and
310 (8) the Dixie Applied Technology College Campus which serves the geographic area
311 encompassing the Washington School District[

318 Section 7. Section 53B-2a-106 is amended to read:
319 53B-2a-106. College campuses -- Duties.
320 (1) Each Utah College of Applied Technology college campus shall:
321 (a) offer a post-secondary and extra-secondary applied technology education
322 curriculum;
323 (b) offer that curriculum at:
324 (i) market cost to adult students, as approved by the board of trustees and the State
325 Board of Regents; and
326 (ii) no tuition to secondary students within the campus' jurisdiction;
327 (c) provide applied technology education that will result in:
328 (i) appropriate licensing, certification, or other evidence of completion of training; and
329 (ii) qualification for specific employment, with an emphasis on high demand, high
330 wage jobs in business and industry;
331 (d) offer associate of applied technology degrees that have:
332 (i) instruction provided in an open-entry, open-exit environment, except as required by
333 external entities; and
334 (ii) been reviewed by the board of trustees and approved by the State Board of Regents
335 in accordance with Section 53B-1-103 ;
336 (e) develop cooperative agreements with local school districts, other higher education
337 institutions, businesses, industries, and community and private agencies to maximize the
338 availability of instructional facilities; and
339 (f) after consulting with local school districts within the geographic area served by the
340 college campus:
341 (i) ensure that secondary students in the public education system have access to applied
342 technology education at each college campus; and
343 (ii) prepare and submit an annual report to the Utah College of Applied Technology
344 detailing:
345 (A) how the applied technology education needs of secondary students within the
346 region are being met; [
347 (B) what access secondary students within the region have to programs offered at
348 college campuses[
349 (C) how the emphasis on high demand, high wage jobs in business and industry
350 described in Subsection (1)(c)(ii) is being provided.
351 (2) A college campus may offer a competency-based high school diploma approved by
352 the State Board of Education in accordance with Section 53A-1-402 .
353 (3) A college campus may not:
354 (a) offer courses other than applied technology education and preparatory instruction in
355 areas such as reading and mathematics that are necessary for student success in a chosen
356 applied technology education or job-related program;
357 (b) offer a degree other than an associate of applied technology degree approved by the
358 State Board of Regents in accordance with Section 53B-1-103 ;
359 (c) provide tenure or academic rank for its instructors; and
360 (d) participate in intercollegiate athletics.
361 (4) (a) The mission of a college campus is limited to applied technology education and
362 may not expand to include credit-based academic programs typically offered by community
363 colleges or other institutions of higher education.
364 (b) A college campus may not offer a noncredit academic program that is offered as a
365 noncredit program by another higher education institution that is located in the same service
366 region unless the program has received approval through the regional planning process required
367 by the State Board of Regents.
368 (c) If a program is approved to be offered at more than one institution of higher
369 education through the regional planning process required by the State Board of Regents, the
370 institutions within that region shall agree to a uniform tuition for that program and submit the
371 proposed tuition level to the State Board of Regents for approval.
372 (5) Each campus shall be recognized as a college campus of the Utah College of
373 Applied Technology, and regional affiliation shall be retained and recognized through local
374 designations such as "Bridgerland Applied Technology College: A Utah College of Applied
375 Technology Campus."
376 Section 8. Section 53B-2a-108 is amended to read:
377 53B-2a-108. Campus boards of directors -- Membership -- Appointments.
378 Each campus shall have a campus board of directors appointed as follows:
379 (1) the Bridgerland Applied Technology College Campus Board of Directors shall be
380 composed of the following 13 members:
381 (a) one elected local school board member appointed by the board of education for the
382 Box Elder School District;
383 (b) one elected local school board member appointed by the board of education for the
384 Cache School District;
385 (c) one elected local school board member appointed by the board of education for the
386 Logan School District;
387 (d) one elected local school board member appointed by the board of education for the
388 Rich School District;
389 (e) one member of the Utah State University board of trustees;
390 (f) one member of the State Board of Regents designated by the chair of the State
391 Board of Regents to serve a one-year term; and
392 (g) seven representatives of business or industry within the region appointed jointly by
393 the members appointed under Subsections (1)(a) through (f);
394 (2) the Ogden-Weber Applied Technology College Campus Board of Directors shall be
395 composed of the following 11 members:
396 (a) one elected local school board member appointed by the board of education for the
397 Ogden City School District;
398 (b) one elected local school board member appointed by the board of education for the
399 Weber School District;
400 (c) one elected local school board member jointly appointed by the boards of education
401 for the Ogden City School District and the Weber School District;
402 (d) one member of the Weber State University board of trustees;
403 (e) one member of the State Board of Regents designated by the chair of the State
404 Board of Regents to serve a one-year term; and
405 (f) six representatives of business or industry within the region appointed jointly by the
406 members appointed under Subsections (2)(a) through (e);
407 (3) the Davis Applied Technology College Campus Board of Directors shall be
408 composed of the following 11 members:
409 (a) one elected local school board member appointed by the board of education for the
410 Davis School District;
411 (b) one elected local school board member appointed by the board of education for the
412 Morgan School District;
413 (c) one elected local school board member jointly appointed by the boards of education
414 for the Davis School District and the Morgan School District;
415 (d) one member of the Weber State University board of trustees;
416 (e) one member of the State Board of Regents designated by the chair of the State
417 Board of Regents to serve a one-year term; and
418 (f) six representatives of business or industry within the region appointed jointly by the
419 members appointed under Subsections (3)(a) through (e);
420 (4) the Salt Lake/Tooele Applied Technology College Campus Board of Directors shall
421 be composed of the following 15 members:
422 (a) one elected local school board member appointed by the board of education for the
423 Salt Lake City School District;
424 (b) one elected local school board member appointed by the board of education for the
425 Granite School District;
426 (c) one elected local school board member appointed by the board of education for the
427 Jordan School District;
428 (d) one elected local school board member appointed by the board of education for the
429 Murray School District;
430 (e) one elected local school board member appointed by the board of education for the
431 Tooele School District;
432 (f) one member of the Salt Lake Community College board of trustees;
433 (g) one member of the State Board of Regents designated by the chair of the State
434 Board of Regents to serve a one-year term; and
435 (h) eight representatives of business or industry within the region appointed jointly by
436 the members appointed under Subsections (4)(a) through (g);
437 (5) the Mountainland Applied Technology College Campus Board of Directors shall be
438 composed of the following 19 members:
439 (a) one elected local school board member appointed by the board of education for the
440 Alpine School District;
441 (b) one elected local school board member appointed by the board of education for the
442 Nebo School District;
443 (c) one elected local school board member appointed by the board of education for the
444 Provo School District;
445 (d) one elected local school board member appointed by the board of education for the
446 South Summit School District;
447 (e) one elected local school board member appointed by the board of education for the
448 North Summit School District;
449 (f) one elected local school board member appointed by the board of education for the
450 Wasatch School District;
451 (g) one elected local school board member appointed by the board of education for the
452 Park City School District;
453 (h) one member of the Utah Valley State College board of trustees;
454 (i) one member of the State Board of Regents designated by the chair of the State
455 Board of Regents to serve a one-year term; and
456 (j) ten representatives of business or industry within the region appointed jointly by the
457 members appointed under Subsections (5)(a) through (i);
458 (6) the Uintah Basin Applied Technology College Campus Board of Directors shall be
459 composed of the following 11 members:
460 (a) one elected local school board member appointed by the board of education for the
461 Daggett School District;
462 (b) one elected local school board member appointed by the board of education for the
463 Duchesne School District;
464 (c) one elected local school board member appointed by the board of education for the
465 Uintah School District;
466 (d) one member of the Utah State University board of trustees;
467 (e) one member of the State Board of Regents designated by the chair of the State
468 Board of Regents to serve a one-year term; and
469 (f) six representatives of business or industry within the region appointed jointly by the
470 members appointed under Subsections (6)(a) through (e);
471 (7) the Southwest Applied Technology College Campus Board of Directors shall be
472 composed of the following 13 members:
473 (a) one elected local school board member appointed by the board of education for the
474 Beaver School District;
475 (b) one elected local school board member appointed by the board of education for the
476 Garfield School District;
477 (c) one elected local school board member appointed by the board of education for the
478 Iron School District;
479 (d) one elected local school board member appointed by the board of education for the
480 Kane School District;
481 (e) one member of the Southern Utah University board of trustees;
482 (f) one member of the State Board of Regents designated by the chair of the State
483 Board of Regents to serve a one-year term; and
484 (g) seven representatives of business or industry within the region appointed jointly by
485 the members appointed under Subsections (7)(a) through (f);
486 (8) the Dixie Applied Technology College Campus Board of Directors shall be
487 composed of the following 11 members:
488 (a) three elected local school board members appointed by the board of education for
489 the Washington School District;
490 (b) one member of the Dixie State College of Utah board of trustees;
491 (c) one member of the State Board of Regents designated by the chair of the State
492 Board of Regents to serve a one-year term; and
493 (d) six representatives of business or industry within the region appointed jointly by the
494 members appointed under Subsections (8)(a) through (c); and

511 designated members from a list of names provided by local organizations or associations whose
512 members employ workers with applied technology education.
513 Section 9. Section 53B-16-201 is amended to read:
514 53B-16-201. Degrees and certificates that may be conferred.
515 (1) [
516 Lake Community College may confer certificates of completion and degrees as determined by
517 the State Board of Regents.
518 (2) The board shall develop evaluative criteria as a means of carefully monitoring the
519 impact of degree programs on the vocational mission of the colleges.
520 Section 10. Section 53B-16-207 is enacted to read:
521 53B-16-207. College of Eastern Utah -- Applied technology education --
522 Supervision and administration -- Transition -- Institutional mission.
523 (1) The College of Eastern Utah shall:
524 (a) maintain a strong curriculum in applied technology and technical courses at its
525 campus and within the region it serves which can be transferred to other institutions within the
526 higher education system, together with lower division courses and courses required for
527 associate degrees in science, arts, applied science, and applied technology;
528 (b) work with local school districts in developing an aggressive concurrent enrollment
529 program; and
530 (c) provide for open-entry, open-exit competency-based applied technology education
531 programs, at the tuition rate approved by the Utah College of Applied Technology for adults
532 and at no tuition cost to secondary students, that emphasize short-term job training or retraining
533 for immediate placement in the job market and serve the geographic area encompassing:
534 (i) the Carbon School District;
535 (ii) the Emery School District;
536 (iii) the Grand School District; and
537 (iv) the San Juan School District.
538 (2) The College of Eastern Utah may not exercise any jurisdiction over applied
539 technology education provided by a local school district independently of the College of
540 Eastern Utah.
541 (3) The College of Eastern Utah shall report to the Utah College of Applied
542 Technology by September 30 of each year on the status of and maintenance of the effort for
543 applied technology education in the region served by the College of Eastern Utah, including
544 access to open-entry, open-exit competency-based applied technology education programs at
545 the tuition rate approved by the Utah College of Applied Technology for adults and at no
546 tuition cost to secondary students.
547 Section 11. Section 53B-16-208 is enacted to read:
548 53B-16-208. The College of Eastern Utah -- Applied technology advisory
549 committee -- Membership -- Duties.
550 (1) The College of Eastern Utah shall have an applied technology advisory committee
551 composed of the following 11 members:
552 (a) one elected local school board member appointed by the board of education for the
553 Carbon School District;
554 (b) one elected local school board member appointed by the board of education for the
555 Emery School District;
556 (c) one elected local school board member appointed by the board of education for the
557 Grand School District;
558 (d) one elected local school board member appointed by the board of education for the
559 San Juan School District;
560 (e) one member of the College of Eastern Utah board of trustees appointed by the
561 president of the College of Eastern Utah; and
562 (f) six representatives of business or industry within the region appointed by the
563 president of the College of Eastern Utah from members of the program advisory committees
564 overseeing career and technical education in the region.
565 (2) The applied technology advisory committee shall:
566 (a) after consulting with the College of Eastern Utah and school districts within its
567 region, prepare a comprehensive strategic plan for delivering applied technology education
568 within its region;
569 (b) make recommendations regarding what skills are needed for employment in Utah
570 businesses and industries;
571 (c) recommend programs based upon the information gathered in accordance with
572 Subsection (2)(b);
573 (d) review annual program evaluations;
574 (e) provide counsel, support, and recommendations for updating and improving the
575 effectiveness of applied technology education programs and services, including expedited
576 program approval and termination of procedures, consistent with Board of Regents' policy;
577 (f) monitor program advisory committees and other advisory groups to provide
578 counsel, support, and recommendations for updating and improving the effectiveness of
579 training programs and services; and
580 (g) coordinate with local school boards and districts to protect and enhance the applied
581 technology education needs of secondary students.
582 Section 12. Effective date.
583 This bill takes effect on July 1, 2007.
