             7      LONG TITLE
             8      General Description:
             9          This bill authorizes residents younger than 14 years old to fish without a license during
             10      a youth organization activity.
             11      Highlighted Provisions:
             12          This bill:
             13          .    authorizes residents younger than 14 years old to fish during a youth organization
             14      activity without a fishing license if the organization receives proper documentation;
             15          .    requires the adult leader to instruct the youth members on fishing laws;
             16          .    requires the Division of Wildlife Resources to provide educational materials on
             17      fishing laws; and
             18          .    authorizes the Division of Wildlife Resources to make rules to implement this
             19      section.

             28      Be it enacted by the Legislature of the state of Utah:
             29          Section 1. Section 23-19-14.5 is enacted to read:
             30          23-19-14.5. Persons participating in youth organization activity authorized to fish
             31      without license.
             32          (1) As used in this section, "youth organization" means:
             33          (a) the Boy Scouts of America;
             34          (b) the Girls Scouts of the USA; or
             35          (c) S. [ a nonprofit corporation, as defined in Section 16-6a-102 , that ] an organization that:
             35a          (i) is exempt from taxation under Section 501(c)(3), Internal Revenue Code; and
             35b          (ii) .S promotes character
             36      building through outdoor activities.
             37          (2) The Division of Wildlife Resources shall permit a resident to fish without a license
             38      during a youth organization activity if:
             39          (a) the resident is:
             40          (i) a member of a youth organization; and
             41          (ii) younger than 14 years old;
             42          (b) the fishing is in compliance with all fishing statutes and rules; and
             43          (c) the adult leader obtains from the youth organization:
             44          (i) a valid tour permit; or
             45          (ii) official documentation that specifies:
             46          (A) the date and place of the fishing;
             47          (B) the name of the adult leader that will supervise the fishing; and
             48          (C) that the activity is officially sanctioned by the youth organization.
             49          (3) (a) The adult leader shall instruct the members on fishing statutes and rules.
             50          (b) The division shall provide educational materials on its website to assist the adult
             51      leader in complying with Subsection (3)(a).
             52          (4) By following the procedures and requirements of Tile 63, Chapter 46a,
             53      Administrative Rulemaking Act, the Wildlife Board shall adopt rules specifying the form of the
             54      official documentation required by Subsection (2)(c)(ii).
