7 LONG TITLE
8 General Description:
9 This bill appropriates monies to certain institutions within the State System of Higher
10 Education.
11 Highlighted Provisions:
12 This bill:
13 . appropriates, with the approval of the State Board of Regents, monies to the
14 University of Utah, Utah State University, Weber State University, Southern Utah
15 University, Snow College, Dixie State College of Utah, the College of Eastern Utah,
16 and Salt Lake Community College to:
17 . expand current degree programs;
18 . establish new degree programs; or
19 . hire additional personnel.
20 Monies Appropriated in this Bill:
21 This bill appropriates:
22 . as an ongoing appropriation subject to future budget constraints, $7,500,000 from
23 the Education Fund for fiscal year 2007-08 to certain institutions within the State
24 System of Higher Education.
25 Other Special Clauses:
26 This bill takes effect on July 1, 2007.

30 Be it enacted by the Legislature of the state of Utah:
31 Section 1. Appropriation.
32 As an ongoing appropriation subject to future budget constraints and the approval of the
33 State Board of Regents in accordance with the provisions of Section 53B-16-102 , there is
34 appropriated from the Education Fund for fiscal year 2007-08, $7,500,000 to the following
35 institutions within the State System of Higher Education to expand current degree programs,
36 establish new degree programs, or hire additional personnel:
37 (1) to the University of Utah $1,000,000 as follows:
38 (a) $300,000 for digital media, including communications, film, digital design, and
39 computer animation;
40 (b) $450,000 for science and mathematics, including molecular biology, chemistry, and
41 beginning mathematics; and
42 (c) $250,000 for advising and student support;
43 (2) to Utah State University $1,000,000 to be used to support degree programs focused
44 on local community needs;
45 (3) to Weber State University $1,000,000 as follows:
46 (a) $375,000 for manufacturing, including composites and plastics;
47 (b) $300,000 for health professions; and
48 (c) $325,000 for Weber State University online and online degrees, including direct
49 instructional costs and infrastructure;
50 (4) to Southern Utah University $1,000,000 as follows:
51 (a) $300,000 for economic development through the arts and tourism, including:
52 (i) $100,000 for masters of fine arts and for musical theater;
53 (ii) $100,000 for hospitality and resort management; and
54 (iii) $100,000 for outdoor recreation and parks management;
55 (b) $400,000 for graduate studies, including administrative infrastructure for graduate
56 offerings;
57 (c) $100,000 for operational support for growing academic and nonacademic service
58 responsibilities;
59 (d) $75,000 for regional service activities;
60 (e) $75,000 for residential campus experiences; and
61 (f) $50,000 for a Center for Applied Forensic Science;
62 (5) to Snow College $500,000 as follows:
63 (a) $200,000 for science and arts faculty to reduce "bottleneck" course offerings;
64 (b) $100,000 for student retention, including mentoring, advising, and orientation;
65 (c) $150,000 for distance and technology enhanced education; and
66 (d) $50,000 for work-to-learn student employment and learning;
67 (6) to Dixie State College of Utah $1,500,000 as follows:
68 (a) $340,000 for secondary licensure;
69 (b) $125,000 for dental hygiene;
70 (c) $250,000 for respiratory therapy;
71 (d) $250,000 for fine arts -- music;
72 (e) $250,000 for fine arts -- theater;
73 (f) $180,000 for health care management; and
74 (g) $105,000 for aviation management;
75 (7) to the College of Eastern Utah $500,000 as follows:
76 (a) $60,000 for a senior accountant;
77 (b) $65,000 for a Dean of Students;
78 (c) $50,000 for an archeology collections curator and a paleontological collections
79 curator;
80 (d) $35,000 for a police officer;
81 (e) $100,000 for energy workforce preparation;
82 (f) $50,000 for San Juan Campus early childhood development; and
83 (g) $100,000 for education coordinators at reservation outreach sites; and
84 (8) to Salt Lake Community College $1,000,000 as follows:
85 (a) $400,000 for student retention, including learning enhancement, advising, and
86 persistence;
87 (b) $200,000 for learning effectiveness, including classroom research and learning
88 assessment; and
89 (c) $400,000 for health sciences.
90 Section 2. Effective date.
91 This bill takes effect on July 1, 2007.
