             9      General Description:
             10          This bill changes the membership of the Legislative Management Committee.
             11      Highlighted Provisions:
             12          This bill:
             13          .    adds the chair of the House Rules Committee and the chair of the Senate Rules
             14      Committee to the Legislative Management Committee.

             23      Be it enacted by the Legislature of the state of Utah:
             24          Section 1. Section 36-12-6 is amended to read:
             25           36-12-6. Permanent committees -- House and Senate management -- Members --
             26      Chairman -- Legislative Management Committee -- Membership -- Chairman and vice
             27      chairman -- Meetings -- Quorum.



             28          (1) There are hereby established as permanent committees of the Legislature a House
             29      Management Committee and a Senate Management Committee. The House Management
             30      Committee shall consist of [eight] nine members of the House of Representatives, four from
             31      each major political party plus the chair of the House Rules Committee. The membership shall
             32      include the elected leadership of the House of Representatives and additional members chosen
             33      at the beginning of each annual general session by the minority party caucus as needed to
             34      complete the full membership. The chairman of the committee shall be the speaker of the
             35      House of Representatives or his designee. The Senate Management Committee shall consist of
             36      [eight] nine members of the Senate, four from each major political party plus the chair of the
             37      Senate Rules Committee. The membership shall include the elected leadership of the Senate
             38      and additional members chosen at the beginning of each annual general session by the
             39      appropriate party caucus as needed to complete the full membership. The chairman of the
             40      committee shall be the president of the Senate or his designee.
             41          (2) There is hereby established a permanent committee of the Legislature to be known
             42      as the Legislative Management Committee. The committee shall consist of the membership of
             43      the House Management Committee and the Senate Management Committee meeting jointly.
             44      The president of the Senate or his designee shall be chairman during 1987, and the speaker of
             45      the House of Representatives or his designee shall be vice chairman of the committee during
             46      that year. The positions of chairman and vice chairman of the Legislative Management
             47      Committee shall rotate annually between these two officers in succeeding years. The
             48      committee shall meet as often as is necessary to perform its duties, but not less than once each
             49      quarter.
             50          (3) If a legislator declines membership on the committees established by this section,
             51      or if a vacancy occurs, a replacement shall be chosen by the leadership of the appropriate party
             52      of the house in which the vacancy occurs.
             53          (4) The committees established by this section shall meet not later than 60 days after
             54      the adjournment sine die of the annual general session held in even-numbered years and not
             55      later than 30 days after the adjournment sine die of the annual general session held in
             56      odd-numbered years for the purpose of effecting their organization and prescribing rules and
             57      policies pertaining to their respective powers and duties. A majority of the members of each
             58      committee constitutes a quorum, and a majority of a quorum has authority to act in any matter


             59      falling within the jurisdiction of the committee.
             60          Section 2. Effective date.
             61          If approved by two-thirds of all the members elected to each house, this bill takes effect
             62      upon approval by the governor, or the day following the constitutional time limit of Utah
             63      Constitution Article VII, Section 8, without the governor's signature, or in the case of a veto,
             64      the date of veto override.
