Vice Chair Dunnigan called the meeting to order at 8:02 a.m.

MOTION:    Rep. Hansen moved to approve the minutes of the January 23, 2007 meeting. The motion passed unanimously, with Rep. D. Clark, Rep. Ferry, Rep. Kiser, Rep. Morley, and Rep. Walker absent for the vote.

S.B. 25    Warranty Deed - Technical Amendments (Sen. D. Stowell)

Sen. Stowell introduced the bill to the committee with the assistance of Rep. Bowman.

MOTION:    Rep. Froerer moved to pass the bill out favorably. The motion passed unanimously, with Rep. D. Clark, Rep. Ferry, Rep. Kiser, Rep. Morley, and Rep. Walker absent for the vote.

MOTION:    Rep. S. Clark moved that H.B. 25 be placed on the Consent Calendar. The motion passed unanimously, with Rep D. Clark, Rep. Ferry, Rep. Kiser, Rep. Morley, and Rep. Walker absent for the vote.



S.B. 103    Ineligibility for Unemployment Compensation Benefits (Sen. D. Eastman)

Sen. Eastman introduced the bill to the committee with the assistance of Christopher Love, Deputy Director, Department of Workforce Services.

H.B. 271    Corporation Law Amendments (Rep. K. Garn)

Rep. Garn introduced the bill to the committee with the assistance of Thom Laursen, General Counsel, Zions Bank Corporation.

MOTION:    Rep. Duckworth moved to pass the bill out favorably. The motion passed unanimously, with Rep. D. Clark, Rep. Kiser, and Rep. Walker absent for the vote.

S.B. 27    Technical Amendments to Assumption of Indebtedness on Residential Real Property (Sen. S. Jenkins)

Sen Jenkins introduced the bill to the committee.

H.B. 104    Alcoholic Beverage Licensees and Gambling-like Activities

MOTION:    Rep. Ferry moved to amend the bill as follows:

1.    Page 18, Lines 531 through 547 :    

             531          (i) regardless of whether a person risks something of value for the return or outcome;
             532      and
             533          (ii) excluding
{   :   }

{   (A)   } the playing of an amusement device that confers only an immediate and

             535      unrecorded right of replay not exchangeable for value
{   ; and   }

{   (B) an event on the premises that:

             537          (I) occurs no more frequently than once every two months;
             538          (II) from which at least 50% of all gross revenues from the event are received by a
             539      charitable organization as defined in Section 13-22-2 , for a charitable purpose as defined in
             540      Section 13-22-2 ; and
             541          (III) with the calculation of the gross revenues from the event not including a purchase
             542      of food, but including any monies received from:
             543          (Aa) an application fee paid for a membership during the event;
             544          (Bb) a fee for a visitor card paid for during the event;

             546          (Dd) a purchase of nonalcoholic beverages; and

MOTION:    Rep. S. Clark moved to adjourn the meeting. The substitute motion passed, with Rep. D. Clark, Rep. Ferry, Rep. Morley, and Rep. Dunnigan voting in opposition.

Vice Chair Dunnigan adjourned the meeting at 9:03 a.m.
