Rep. Hughes called the meeting to order at 8:15 a.m.

MOTION:     Rep. Moss moved to approve the minutes of the January 19, 2007 meeting. The     motion passed unanimously with Rep. Dee, Rep. Last, Rep. Lockhart and Rep.     Urquhart absent for the vote.

H.B. 236    Student Clubs Amendments (Rep. A. Tilton)

Rep. Tilton introduced the bill which modifies the regulation of curricular and non curricular clubs in public schools.

The following spoke in opposition to the bill:

MOTION:    Rep. Newbold moved to pass the bill out favorably. The motion passed with Rep.     Moss, Rep. Gowans, Rep. Shurtliff, and Rep. Wheatley voting in opposition.

H.B. 241    Appropriation for Terrel H. Bell Program (Rep. R. Menlove)

Rep. Menlove introduced the bill which appropriates money for the Terrel H. Bell Teaching Incentive Loans Program.

MOTION:    Rep. Anderson moved to amend the bill as follows:

1.    Page 1, Lines 20 through 22 :    

             20          This bill appropriates:
             21          .    as on ongoing appropriation subject to future budget constraints, $692,300 from the
             22

     Uniform School   }
  Education       Fund for fiscal year 2007-08 to the State Board of Regents.


2.    Page 2, Lines 30 through 32 :    

             30          (1) As on ongoing appropriation subject to future budget constraints, there is
             31      appropriated from the
{   Uniform School   }        Education       Fund for fiscal year 2007-08, $692,300 to the State

             32      Board of Regents for the Terrel H. Bell Teaching Incentive Loans Program.

The motion to amend the bill passed unanimously with Rep. Dee and Rep. Lockhart absent for the vote.

MOTION:     Rep. Frank moved to amend the bill as follows:




Page 2, Line 35: After "Program" delete ":and" and insert a period

Page 2, Line 36: Delete line 36

MOTION:    The motion failed with Rep. Sumision, Rep. Frank, Rep. Hughes, and Rep.     Urquhart voting in favor.

MOTION:     Rep. Holdaway moved to pass the bill out favorably. The motion passed          unanimously with Rep. Dee and Rep. Lockhart absent for the vote.

H.B. 215    School Reporting Amendments (Rep. K. Morgan)
    The bill was not discussed.

MOTION:    Rep. Urquhart moved to adjourn the meeting at 10:05 a.m. The motion passed     unanimously with Rep. Dee and Rep. Lockhart absent for the vote.
