Vice Chair Painter called the meeting to order at 2:10 p.m.

Rep. Moss gave a grammar lesson on the use of the words 'lose' and 'loose'.

H.B. 58    New School District Leeway Retention (Rep. B. Daw)

MOTION:    Rep. Frank moved to delete in title and body H.B. 58 and substitute it with     1st Substitute H.B. 58. The motion passed unanimously with Rep. Gowans,
    Rep. Lockhart, and Rep. Newbold absent for the vote.

Rep. Daw explained 1st Substitute H.B. 58 which addresses property tax revenues for a newly created school district.

Brian Allen, Cottonwood Heights City, spoke in favor of the bill.


MOTION:    Rep. Frank moved to pass out favorably 1st Substitute H.B. 58.

The motion passed unanimously with Rep. Urquhart absent for the vote.

H.B. 77    High School Diploma Amendments (Rep. K. Holdaway)

Rep. Holdaway introduced the bill which modifies provisions relating to high school and adult education diplomas.

The following spoke in support of the bill:

MOTION:    Rep. Hughes moved to move to the next item on the agenda.

SUBSTITUTE MOTION:    Rep. Holdaway moved to pass the bill out favorably. The motion         failed with Rep. Gowans, Rep. Moss, Rep. Shurtliff, and Rep.         Wheatley voting in favor of the motion.

A vote was taken on Rep. Hughes motion. The motion passed with Rep. Holdaway, Rep. Gowans, Rep. Moss, Rep. Shurtliff, and Rep. Wheatley voting in opposition.

H.B. 215    School Reporting Amendments (Rep. K. Morgan)

Rep. Moss moved to delete in title and body H.B. 214 and adopt 1st Substitute H.B. 214. The motion passed unanimously.

Rep. Morgan introduced the bill which modifies requirements for the reporting of certain data on public schools.

MOTION:    Rep. Newbold moved to pass 1st Substitute H.B. 215 out with a favorable motion.     The motion passed unanimously.

MOTION:    Rep. Moss moved to place the bill on the consent calendar. The motion passed     unanimously.


H.B. 240    Public Education Job Enhancement Program Amendments
     (Rep. R. Menlove)


MOTION:     Rep. Gowans moved to amend the bill as follows:


1.    Page 1, Lines 13 through 14 :

{   allows elementary teachers in grades four through six to qualify for cash awards and

             14      scholarships to obtain mathematics endorsements.

  expands the positions that may qualify for cash awards and scholarships under the Public Education Job Enchancement Program.

Rep. Menlove explained the bill which expands the positions that may qualify for cash awards and scholarships under the Public Education Job Enhancement Program.
