Vice Chair Painter called the meeting to order at 8:14 a.m.
MOTION: Rep. Holdaway moved to approve the minutes of February 2, 2007. The motion passed unanimously with Rep. Hughes, Rep. Frank, and Rep. Wheatley absent for the vote.
H.B. 155 Student Achievement Assessment Amendments (Rep. M. Newbold)
Rep. Newbold introduced the bill which modifies U-PASS (Utah Performance Assessment System for Students) and requirements for reading achievement plans and the reporting of students' reading grade level.
Judy Park, Assessment Director, Utah State Office of Education, commented on the bill.
MOTION: Rep. Anderson moved to pass the bill out favorably. The motion passed unanimously with Rep. Sumsion, and Rep. Painter absent for the vote.
H.B. 185 Higher Education Partnerships Appropriation (Rep. G. Snow)
Rep. Snow introduced the bill which appropriates monies to Utah State University to extend partnerships with other state institutions of higher education and to enhance regional programs.
MOTION: Rep. Moss moved to pass the bill out favorably. The motion passed unanimously with Rep. Sumsion and Rep. Painter absent for the vote.

H.B. 286 School Discipline and Conduct Amendments (Rep. E. Hutchings)
Rep. Hutchings introduced the bill which amends provisions of the State System of Public Education relating to school discipline and conduct.
Stacey Hutchings spoke in support of the bill.
MOTION: Rep. Frank moved to adopt 2nd Substitute H.B. 286 School Discipline and Conduct Amendments. The motion passed unanimously with Rep. Sumsion and Rep. Painter absent for the vote.

H.C.R. 5 Early Childhood Reading Readiness Resolution (Rep. K. Morgan)
Rep. Morgan introduced the bill which encourages reading with a child 20 minutes a day.
Susan Kuziak, Utah Education Association, spoke in support of the resolution.
