Chair Hughes called the meeting to order at 8:10 a.m.
Rep. Moss gave a lesson on the pronunciation of the words 'nuclear' and 'realtor'.
H.B. 331 School Board Alternatives to Basic Skills Competency Test (Rep. B. Daw)
Rep. Daw requested the bill be referred to interim study.
Mark Cluff, State Board of Education, commented on the bill.
MOTION: Rep. Newbold moved to refer H.B. 331 to interim study. The motion passed unanimously with Rep. Anderson absent for the vote.
S.B. 128 State Government Law Revisions - Withdrawal from Education Compact (Sen. M. Dayton)
Sen. Dayton introduced the bill which provides for the withdrawal of the state from the Compact for Education.
Katherine Boswell, Salt Lake Community College, spoke in opposition to the bill.
MOTION: Rep. Newbold moved to pass the bill out favorably.
SUBSTITUTE MOTION: Rep. Moss moved to refer the bill to interim study. The motion passed with Rep. Frank, Rep. Last, Rep. Newbold, Rep. Hughes, and Rep. Painter voting in opposition. Rep. Anderson was absent for the vote.
H.B. 184 State Office of Education Human Resource Management Amendments (Rep. R. Menlove)
Rep. Menlove introduced Patrick Ogden, Utah State Office of Education, who discussed the purpose of the bill.
Marlo Wilcox, Utah State Office of Education, commented on the bill.
MOTION: Rep. Gowans moved to pass the bill out favorably. The motion passed unanimously. Rep. Anderson was absent for the vote.
MOTION: Rep. Last moved to place the bill on the consent calendar. The motion passed unanimously. Rep. Anderson was absent for the vote.
H.B. 310 Transfer of Student Records (Rep. T. Cosgrove)
MOTION: Rep. Frank moved to amend the bill as follows:
