Chair Hughes called the meeting to order at 8:14 a.m.

Rep. Moss gave a pronunciation lesson on the words 'tenet', 'unequivocally' and 'fiscal'.

MOTION:     Rep. Gowans moved to approve the minutes of February 19, 2007. The motion     passed unanimously with Rep. Frank absent for the vote.

H.B. 416    Teacher Loan Program (Rep. L. Hemingway)

Rep. Hemingway introduced the bill which creates a loan program for teachers.

The following people spoke in support of the bill:
Judy Park, State Board of Education
Kim Campbell, Utah Education Association
Sarah Meiers, Utah School Boards Association and School Superintendents Association

MOTION:    Rep. Moss moved to pass the bill out favorably. The motion passed unanimously     with Rep. Frank and Rep. Hughes absent for the vote.




H.B. 451    Critical Needs Hiring Practices for Teachers (Rep. E. Hutchings)


Rep. Hutchings introduced the bill which modifies re-employment restrictions for certain retirees.

The following spoke in support of the bill:
Steve Peterson, Utah School Boards Association
Judy Park, State Board of Education
Kim Campbell, Utah Education Association

MOTION:    Rep. Holdaway moved to pass the bill out favorably. The motion passed with     Rep. Newbold voting in opposition and Rep. Hughes absent for the vote.

S.B. 90    Higher Education Enhancements (Sen. J. Hickman)

S.B. 90 was not considered.

MOTION:    Rep. Holdaway moved to adjourn the meeting at 8:45 a.m.
