Rep. Donnelson called the meeting to order at 8:15 a.m.

MOTION:    Rep. Fowlke moved to approve the minutes of the January 23, 2007 meeting.
        The motion passed unanimously with Rep. Grover, Rep. Hendrickson, Rep. Hutchings, and Rep. Wiley absent for the vote.

H.B. 247    Special Service District Authority to Provide Jail Facilities (Rep. J. Mathis)

Rep. Mathis explained the bill to the committee.

MOTION:    Rep. Hansen moved to pass the bill out favorably. The motion passed unanimously with Rep. Grover, Rep. Hendrickson, Rep. Hutchings and Rep. Wiley absent for the vote.

MOTION:    Rep. Hansen moved to place the bill on the Consent Calendar. The motion passed unanimously with Rep. Grover, Rep. Hendrickson, Rep. Hutchings, and Rep. Wiley absent for the vote.

Rep. Donnelson relinquished the chair to Rep. Mathis.

H.B. 257    Open and Public Meeting Act Amendments (Rep. G. Donnelson)

Rep. Donnelson explained the bill to the committee.


MOTION:    Rep. Oda moved to pass the bill out favorably. The motion passed unanimously with Rep. Grover, Rep. Hutchings, and Rep. Wiley absent for the vote.

MOTION:    Rep. Donnelson moved to place the bill on the Consent Calendar. The motion passed unanimously with Rep. Grover, Rep. Hutchings, and Rep. Wiley absent for the vote.

H.B. 254    Pete Suazo Athletic Commission (Rep. G. Hughes)

MOTION:    Rep. Hansen moved to delete in title and body H.B. 254 and replace it with 1st Sub. H.B. 254. The motion passed unanimously with Rep. Grover and Rep. Wiley absent for the vote.

Rep. Hughes explained the substitute bill to the committee.

Spoke to the bill:    Rene DeLuca, Commissioner Pete Suazo Athletic Commission

MOTION:     Rep. Hansen moved to pass the bill out favorably. The motion passed with Rep. Aagard, Rep. Hendrickson, and Rep. Hutchings voting in opposition to the motion.

H.B. 109    Municipal Voting Requirement for Sale of Public Land (Rep. N. Hansen)

MOTION:    Rep. Mathis moved to amend the bill as follows:

1.    Page 1, Line 13 :    

             13          .    requires
{   voter   }        the       approval of      {   a municipality's intended disposal   }        both the mayor and municipal legislative body if a municipality operating under a council-mayor form of government intends to dispose       of a parcel of real


2.    Page 4, Lines 107 through 110 :

MOTION:    Rep. Hansen moved to pass the bill out favorably as amended. The motion failed with Rep. Hansen, Rep. Hutchings, and Rep. Wiley voting in favor of the motion. Rep. Hendrickson was absent for the vote.

H.B. 251    Auditing of Leases Related to Revenue Bonds (Rep. N. Hansen)

This bill was not heard in this meeting.

MOTION:    Rep. Fowlke moved to adjourn. The motion passed unanimously with Rep. Hendrickson absent for the vote.
