Rep. Donnelson called the meeting to order at 4:03 p.m.

MOTION:    Rep. Grover moved to approve the minutes of the February 19, 2007 meeting.
        The motion passed unanimously with Rep. Bowman, Rep. Fowlke, Rep. Hutchings, Rep. Mathis and Rep. Wiley absent for the vote.


H.C.R. 2    Concurrent Resolution Supporting Airport Surveillance Radar Acquisition (Rep. S. Sandstrom)

Rep. Sandstrom explained the bill to the committee.

MOTION:    Rep. Wiley moved to pass the bill out favorably. The motion passed unanimously with Rep. Bowan, Rep. Fowlke and Rep. Hutchings absent for the vote.

S.B. 197    Local Initiative and Petition Ballot Titles (Sen. P. Knudson)

Sen. Knudson explained the bill to the committee.

MOTION:    Rep. Aagard moved to pass the bill out favorably. The motion passed unanimously with Rep. Bowman and Rep. Fowlke absent for the vote.

MOTION:    Rep. Oda moved to place the bill on the consent calendar. The motion passed unanimously with Rep. Bowman and Rep. Fowlke absent for the vote.


S.B. 227    Utah Fire Prevention Board Amendment (Sen. P. Knudson)

Sen. Knudson explained the bill to the committee.

1.    Page 2, Lines 56 through 57 :    

             56          (x) establishing minimum
  ongoing       training standards for hazardous materials emergency

Rep. Hutchings moved to amend the bill as follows:

S.B. 250    Military Justice Code Amendments (Sen. P. Knudson)

1st Sub. S.B. 98    Governmental Immunity for Trails (Sen. D. C. Buttars)

MOTION:    Rep. Mathis moved to amend the bill as follows:


1.    Page 2, Lines 26 through 27 :    

             26              .    the trail right-of-way owner has a written agreement with the municipality or
             27      county opening the right-of-way to public use;
 

    . requires the written agreement to provide that the owner of the right-of-way where trail is located has immunity from suit in connection with or resulting from the use of the trail;  




2.    Page 5, Line 126 :    

             126          (iii) the written agreement
  :

        (A)      
contains a plan for operation and maintenance of the trail;        and

        (B)    provides that the owner of the right-of-way where trail is located has immunity from suit in connection with or resulting from the use of the trail;  



3.    Page 6, Line 167 :    

             167          (d) the written agreement
  :

        (i)  
contains a plan for operation and maintenance of the trail      {   .   }        ; and

Sen. Mayne explained the bill to the committee.


MOTION:    Rep. Mathis moved to delete in title and body 1st Sub. S.B. 162 and replace it with 2nd Sub. S.B. 162. The motion passed unanimously.

MOTION:    Rep. Wiley moved to pass the bill out favorably. The motion passed unanimously.

MOTION:    Rep. Bowman moved to adjourn. The motion passed unanimously.
