Rep. Ray called the meeting to order at 7:40 a.m.

MOTION:    Rep. Riesen moved to approve the minutes of the January 30, 2007 meeting. The motion passed unanimously with Rep. Buxton and Rep. Litvack absent for the vote.


S.B. 92    Revised Uniform Anatomical Gift Act (Sen. L. Hillyard)

Sen. Hillyard presented S.B. 92 to the committee.

MOTION:    Rep. Riesen moved to pass S.B. 92 out favorably. The motion passed unanimously with Rep. Buxton absent for the vote.


H.B. 137    Pain Medication Management and Education (Rep. B. Daw)

Rep. Daw presented H.B. 137 to the committee. He provided a handout to committee members.

H.B. 272    Prohibition Relating to Fees on Foster Homes for the Use of Emergency Services (Rep. W. Harper)

MOTION:    Rep. Dougall moved to pass H.B. 272 out favorably. The motion passed unanimously with Rep. Buxton, Rep. Sandstrom, and Rep. Menlove absent for the vote.

H.B. 328    Child Protection and Parental Rights Amendments (Rep. W. Harper)

Rep. Harper presented H.B. 328 to the committee.

MOTION:    Rep. Harper moved to amend the bill as follows:

1.    Page 16, Lines 487 through 488 :    

             487          (a) requiring the child to be present at the postadjudication hearing would be
             488      detrimental to the child
  , or impractical       ; or


2.    Page 17, Lines 500 through 503 :    

             500          (b) Subsection (4)(a) does not apply if the court determines that:
             501          (i) it would be detrimental to the child
  or impractical       to comply with Subsection (4)(a); or

             502          (ii) the child is not sufficiently mature to articulate the child's wishes in relation to the
             503      hearing.

H.B. 249    Budget Priority for In-home and Community Based Long-term Care (Rep. E. Hutchings)


MOTION:    Rep. Dougall moved to delete in title and body H.B. 249 and replace it with
        1st Substitute H.B. 249. The motion passed unanimously with Rep. Buxton, Rep. Sandstrom, and Rep. Menlove absent for the vote.

Rep. Hutchings presented 1st Substitute H.B. 249 to the committee.

Spoke in favor of the bill:    Karmen Sanone, Salt Lake County Aging Services

Rep. Dougall declared a conflict of interest.

MOTION:    Rep. Harper moved to pass 1st Substitute H.B. 249 out favorably. The motion passed unanimously with Rep. Sandstrom and Rep. Menlove absent for the vote.
