Rep. Ray called the meeting to order at 8:08 a.m.

MOTION:    Rep.Buxton moved to approve the minutes of the February 8, 2007 meeting. The motion passed unanimously with Rep. Harper, Rep. Litvack, and Rep. Sandstrom absent for the vote.


H.B. 291    Students Qualifying for Services for Deaf (Rep. K. Sumsion)

MOTION:    Rep. Dougall moved to delete in title and body 2nd Substitute H.B, 291 and replace it with 3rd Substitute H.B. 291, "Students Qualifying for Services for Deaf." The motion passed unanimously with Rep. Harper, Rep. Litvack, and Rep. Sandstrom absent for the vote.

MOTION:    Rep. Menlove moved to amend the bill as follows:

1.    Page 2, Lines 28 through 30 :    

             28          (1) The school shall provide a practical education for the deaf
{   and   }        ,       hard of hearing,        or deaf blind       who

             29      are under [21] 22 years of age and otherwise physically and mentally able to profit from
             30      instruction, to instruct them so that they may become self-supporting and useful citizens.

The motion to amend the bill passed unanimously with Rep. Harper and Rep. Menlove absent for the vote.

MOTION:    Rep. Ray moved to amend the bill as follows:

1.    Page 2, Line 28:    Replace "or" in the previous amendment with "and"

The motion to amend the bill passed unanimously with Rep. Dougall, Rep. Harper, and Rep. Menlove absent for the vote.

MOTION:    Rep. Litvack moved to pass 3rd Substitute H.B. 291 as amended out favorably. The motion passed unanimously with Rep. Dougall, Rep. Harper, and Rep. Menlove absent for the vote.


H.B. 391    Utah State Hospital Amendments (Rep. R. Lockhart)

H.B. 391 was not heard at this meeting.


S.B. 50    Drug Offenders Reform Act (Sen. D. C. Buttars)

Sen. Buttars presented S.B. 50 to the committee. Handouts were provided to committee members.

S.B. 104    Office of Recovery Services Fee (Sen. A. Christensen)

Sen. Christensen presented S.B. 104 to the committee.

MOTION:    Rep. Litvack moved to pass S.B. 104 out favorably. The motion passed unanimously with Rep. Harper and Rep. Menlove absent for the vote.



S.B. 117    Medicaid Recovery Amendments (Sen. A. Christensen)

Sen. Christensen presented S.B. 117 to the committee.

MOTION:    Rep. Riesen moved to pass S.B. 117 out favorably. The motion passed unanimously with Rep. Harper and Rep. Menlove absent for the vote.


H.B. 358    Cervical Cancer Prevention (Rep. K. Morgan)

MOTION:    Rep. Litvack moved to delete in title and body H.B. 358 and replace it with 2nd Substitute H.B. 358, "Cervical Cancer Prevention." The motion passed unanimously with Rep. Menlove absent for the vote.

MOTION:    Rep. Riesen moved amend the bill as follows:

1.    Page 1, Lines 22 through 24 :    

             22          .    directs the Department of Health to establish a public awareness campaign to
             23      educate parents, healthcare providers, and women
{   between the ages of 19 and 26   }

             24      about the causes and risks of cervical cancer and the prevention of cervical cancer.

2.    Page 2, Lines 38 through 40 :    

             38          The department shall create a public awareness campaign to educate parents, health
             39      care providers, and women
{   between the ages of 19 and 26   } about the causes and risk factors

             40      associated with cervical cancer and the prevention of cervical cancer.

The motion to amend the bill passed with Rep. Dougall voting in opposition to the motion and Rep. Menlove absent for the vote.

Rep. Morgan presented 2nd Substitute H.B. 358 as amended to the committee.

MOTION:    Rep. Litvack moved to pass 2nd Substitute H.B. 358 as amended out favorably. The motion passed with Rep. Dougall and Rep. Sandstrom voting in opposition to the motion.



MOTION:    Rep. Riesen moved to adjourn the meeting. The motion passed unanimously.
