Rep. Menlove called the meeting to order at 4:25 p.m.

MOTION:    Rep. Buxton moved to approve the minutes of the February 12, 2007 meeting. The motion passed unanimously with Rep. Dougall and Rep. Harper absent for the vote.


H.B. 369    Nursing Care Facility Licensure Modifications (Rep. S. Urquhart)

Rep. Urquhart presented H.B. 369, assisted by Dr. David Sundwall, Executive Director, Department of Health.

Rep. Menlove relinquished the chair to Rep. Harper.

MOTION:    Rep. Buxton moved to amend the bill as follows:

1.    Page 1, Lines 12 through 15 :    

             12          This bill:
             13          .    defines terms;
{   and   }

             14          .    places restrictions on the Department of Health's authority to issue a license for
             15      certain nursing care facilities
  ; and

. adds a sunset date of July 1, 2009  
.


2.    Page 1, Line 23 :    

             23          26-18-503, as enacted by Chapter 215, Laws of Utah 2004


      63-55-226, as last amended by Chapter 116, Laws of Utah 2006      


3.    Page 5, Line 138 :    

             138      administrative rule, on or before March 1, 2008.
    
  Section 3. Section 63-55-226 is amended to read:      

     63-55-226 .   Repeal dates, Title 26.
     (1) Title 26, Chapter 9f, Utah Digital Health Service Commission Act, is repealed July 1, 2015.
     (2) Title 26, Chapter 23b, Detection of Public Health Emergencies Act, is repealed July 1, 2009.
     (3) Title 26, Chapter 33a, Utah Health Data Authority Act, is repealed July 1, 2014.
      (4) Section 26-21-23, Licensing of non-Medicaid nursing care facility beds, is repealed July 1, 2009.      


Renumber remaining sections accordingly.

The motion to amend the bill passed unanimously with Rep. Ray absent for the vote.

Rep. Menlove relinquished the chair to Rep. Harper briefly until Rep. Ray returned.

MOTION:    Rep. Sandstrom moved to pass H.B. 369 as amended out favorably. The motion passed unanimously with Rep. Dougall and Rep. Harper absent for the vote.

Rep. Ray relinquished the chair to Rep. Menlove.


H.B. 175    Vehicle Use Regarding Illegal Drugs (Rep. P. Ray)

Rep. Ray presented H.B. 175, assisted by Lana Taylor, Attorney General's Office. A handout was provided to committee members.




MOTION:    Rep. Buxton moved to pass H.B. 175 out favorably. The motion passed unanimously with Rep. Dougall and Rep. Harper absent for the vote.


H.B. 468    Transitional Services to Children (Rep. D. Clark)

H.B. 468 was not heard at this meeting.


MOTION:    Rep. Buxton moved to adjourn the meeting. The motion passed unanimously with Rep. Dougall and Rep. Harper absent for the vote.
