Rep. Bowman called the meeting to order at 8:15 a.m.
MOTION: Rep. Oda moved to approve the corrected minutes of January 29, 2007. The motion passed unanimously with Rep. Rep. Morley and Repl. Ray absent for the vote.
H.B. 194 Tampering with Evidence Amendments (Rep. L. Fowlke)
Rep. Fowlke introduced the bill.
MOTION: Rep. Wimmer moved to amend the bill as follows:
1. Page 1, Line 27 through Page 2, Line 28 :
27 (a) "Official proceeding" includes any
civil or administrative
action, trial,
examination under oath,
28 administrative proceeding, or other
civil or administrative
adjudicative process.
The motion passed unanimously with Rep. Ray absent for the vote.

MOTION: Rep. Wiley moved to pass the bill out favorably as amended. The motion passed unanimously.
H.B. 115 Honoring Heroes Special Group License Plate (Rep. P. Ray)
Rep. Ray introduced the bill.
Spoke to the bill: Mr. Rod Marrelli, Utah State Tax Commission
MOTION: Rep. Wimmer moved to pass the bill out favorably. The motion passed unanimously.
H.B. 105 Illegal Immigration Enforcement Act (Rep. G. Donnelson)
MOTION: Rep. Morley moved to delete in title and body HB. 105 and replace it with 1st Substitute H.B, 105. The motion passed with Rep. Litvack, Rep. Seelig and Rep. Wiley voting in opposition.
Rep. Donnelson explained the bill with the assistance of Commissioner Scott Duncan, Utah Department of Public Safety.
Spoke in favor of the bill: Ms. Raye Nielsen, Constitution Coalition
Ms. Barbara Whiteley, Talk Show Host
Spoke against the bill: Mr. Matt Lyon, citizen
Rep. Bowman relinquished the chair to Rep. Oda.
MOTION: Rep. Ray moved to pass the bill out favorably.
SUBSTITUTE
MOTION: Rep. Litvack moved to proceed to the next item on the agenda. The motion failed with Rep. Bowman, Rep. Morley, Rep. Oda, Rep. Ray, Rep. Sumsion and Rep. Wimmer voting in opposition.
The original motion to pass the bill out favorably passed with Rep. Litvack, Rep. Seelig and Rep. Wiley voting in opposition.
Rep. Bowman resumed the chair.
H.B. 189 Criminal Statute of Limitations Amendments (Rep. C. Wimmer)
Rep. Wimmer explained the bill with the assistance of Mr. Paul Boyden, Executive Director, Statewide Association of Prosecutors.
MOTION: Rep. Ray moved to pass the bill out favorably. The motion passed unanimously.
MOTION: Rep. Wiley moved to adjourn. The motion passed unanimously. Rep. Bowman adjourned the meeting at 9:37 a.m.
