MOTION: Rep. Wiley moved to approve the minutes of January 31, 2007.
SUBSTITUTE
MOTION: Rep. Wimmer moved to approve the corrected minutes of January 31, 2007. The motion passed unanimously with Rep. Litvack, Rep. Ray, and Rep. Sumsion absent for the vote.
1st Sub. H.B. 86 Increased Penalty for Second Conviction for Certain Sexual Offenses Against a Child (Rep. C. Wimmer)
MOTION: Rep. Wimmer moved to delete in title and body 1st Sub. H.B. 86 and replace it with 2nd Substitute H. B 86. The motion passed unanimously with Rep. Ray and Rep. Sumsion absent for the vote.
Rep. Wimmer explained the bill with the assistance of Mr. Paul Boyden, Statewide Association of Prosecutors.

Rep. Litvack introduced the bill with the assistance of Mr. Creighton Horton, Assistant Attorney General, State of Utah.
MOTION: Rep. Wimmer moved to pass the bill out favorably. The motion passed unanimously with Rep. Lockhart and Rep. Seelig absent for the vote.
