Rep. Bowman called the meeting to order at 8:05 a.m.

MOTION:    Rep. Ray moved to approve the minutes of February 2, 2007. The motion passed unanimously with Rep. Dee and Rep. Sumsion absent for the vote.

H.B. 143    Controlled Substances Amendments - Suda Controls
(Rep. N. Hansen)

This bill was not heard.

H.B. 177    Correctional Facility Bidding Process - Privatization of Correctional Facilities (Rep. G. Hughes)

MOTION:    Rep. Ray moved to delete in title and body H.B. 177 and replace it with 1st Substitute H.B. 177. The motion passed unanimously with Rep. Dee absent for the vote.

Rep. Hughes explained the bill.

MOTION:    Rep. Morley moved to amend the bill as follows:


1.    Page 2, Lines 32 through 34 :    



             32          (1) On or before January 1, 2008, the department shall complete a study regarding the
             33      issuance of requests for proposals for the construction of a 500-bed
  private correctional       facility that is to address

             34      inmate housing needs, including preventing the early release of inmates due to an inadequate

MOTION:    Rep. Ray moved to pass 1st Substitute H.B. 177 out favorably as amended. The motion passed with Rep. Litvack and Rep. Wiley voting in opposition.

H.B. 355    Innkeeper's Rights Act Modifications
(Rep. M. Walker)

Rep. Walker introduced the bill with the assistance of Mr. Clark Aposhian, Chair, Utah Shooting Sports Council.

MOTION:    Rep. Wimmer moved to pass the bill out favorably. The motion passed unanimously with Rep. Litvack, Rep. Lockhart, and Rep. Morley absent for the vote.

H.B. 354    Bus Passenger Safety Act Amendments
(Rep. M. Walker)

MOTION:    Rep. Ray moved to amend the bill as follows:


1.    Page 2, Lines 46 through 48 :    

             46          (b) The prohibition of Subsection (4)(a) does not apply to:
             47          (i)
{   elected or appointed peace officers or commercial security personnel who are in

             48      possession of weapons or firearms used in the course and scope of their employment  
}
  individuals listed in Subsections 76-10-523(1)(a),(b),(c),(d), and (e)       [, or];



2.    Page 3, Lines 70 through 72 :    

             70          (2) [Any] (a) A person who carries a concealed dangerous weapon, firearm, or any

MOTION:    Rep. Oda moved to place H.B. 354 on the Consent Calendar. The motion passed unanimously with Rep. Dee, Rep. Litvack, Rep. Lockhart, Rep. Morley, and Rep. Wiley absent for the vote.

MOTION:    Rep. Seelig moved to adjourn. The motion passed unanimously with Rep. Dee, Rep. Litvack, Rep. Lockhart, Rep. Morley, and Rep. Wiley absent for the vote. Rep. Bowman adjourned the meeting at 9:00 a.m.
