Rep. Barrus called the meeting to order at 8:30 a.m.

MOTION:    Rep. Brown moved to pass the minutes of the February 12, 2007 meeting. The motion passed unanimously with Rep. Donnelson and Rep. Duckworth absent for the vote.

H.B. 425    Street-legal All-terrain Vehicle Amendments (Rep. M. Noel)

MOTION:    Rep. Noel moved to delete in title and body H.B. 425 and replace it with 1st Sub. H.B. 425. The motion passed unanimously with Rep. Donnelson and Rep. Duckworth absent for the vote.

Rep. Noel explained the bill to the committee.

Spoke to the bill:    Mark Ward, Utah Association of Counties
             Fred Hayes, Utah Division State Parks and Recreation



Spoke for the bill:    Joseph Sloat, citizen
            Michael Swensen, Executive Director Utah Shared Access Alliance

MOTION:    Rep. Donnelson moved to amend the bill as follows:

1.    Page 14, Line 404 :

{   (k) a windshield unless the operator wears eye protection while operating the vehicle;   }


MOTION:    Rep. Donnelson moved to pass the bill out favorably as amended. The motion passed with Rep. Duckworth, Rep. Gowans, and Rep. Riesen voting in opposition.

H.B. 411    Fire Management Areas (Rep. M. Noel)

Rep. Noel explained the bill to the committee.

        Spoke for the bill:    Todd Bingham, Utah Farm Bureau

MOTION:    Rep. Andersen moved to pass the bill out favorably. The motion passed unanimously.

MOTION:    Rep. Noel moved to place the bill on the consent calendar. The motion passed unanimously.

MOTION:    Rep. Sandstrom moved to adjourn. The motion passed unanimously.
