Rep. Wyatt called the meeting to order at 8:35 a.m.

1st Substitute H.B. 222 Open and Public Meetings - Electronic Notice (Rep. J. Dougall)

MOTION:    Rep. Shurtliff moved to adopted 2nd Substitute H.B. 222. The motion passed unanimously with Rep. Allen, Rep. Becker, Rep. Dunnigan, Rep. Seelig, and Rep. Urquhart absent for the vote.

Rep. Dougall explained the 2nd Substitute to the Committee.

MOTION:    Rep. Gibson moved to amend the bill as follows:

1.    Page 1, Lines 20 through 21 :    

             20          .    provides that a public body may use a third party
{   Internet   } service provider        or website       to post

             21      public notices if the website is easily accessible on the Internet;



2.    Page 5, Lines 123 through 125 :    

             123          (b) Nothing in this section shall prohibit a public body from utilizing a third party
             124     
{   Internet   } service provider        or website       as the primary host for posting of public notices as required by this

             125      chapter, provided that the public notice is easily accessible to citizens that use the Internet.

The motion to amend passed unanimously, with Rep. Allen, Rep. Becker, Rep. Seelig, Rep. Urquhart absent for the vote.

MOTION:    Rep. Dunnigan moved to recommend 2nd Substitute H.B. 222 favorably. The motion passed unanimously, with Rep. Allen, Rep. Becker, and Rep. Urquhart absent for the vote.

H.B. 117    Transfer of Density from School District Property (Rep. G. Froerer)

MOTION:    Rep. Froerer moved to adopt 1st Substitute H.B. 117. The motion passed unanimously, with Rep. Allen, Rep. Becker, and Rep. Urquhart absent for the vote.

Rep. Froerer introduced and explained 1st Substitute H. B. 117 with the help of Rep. Herrod.

Spoke to the bill: Jodi Hoffman, Utah League of Cities and Towns

MOTION:    Rep. Gibson moved to recommend 1st Substitute H.B. 117 favorably. The motion passed unanimously, with Rep. Allen, Rep. Becker, Rep. Dunnigan, and Rep. Urquhart absent for the vote.
