Rep. Hunsaker called the meeting to order at 8:14 a.m.

MOTION:    Rep. Shurtliff moved to approve the minutes of February 15, 2007. The motion passed unanimously, with Rep. Becker, Rep. Buxton, Rep. Seelig, Rep. Urquhart, and Rep. Wyatt absent for the vote.

H.B. 166    Transportation Revisions (Rep. W. Harper)

Rep. Harper introduced and explained the bill to the Committee.

H.B. 427    Nonresident Sales of Motor Homes (Rep. L. Shurtliff)

Rep. Shurtliff introduced and explained the bill to the Committee, with the help of Wayne Jones, Executive Director of RV Association.

MOTION:    Rep. Wyatt moved to recommend H.B. 427 favorably. The motion passed unanimously, with Rep. Becker, Rep. Gibson, and Rep. Urquhart absent for the vote.

MOTION:    Rep. Wyatt moved to place H.B. 427 on the Consent Calendar. The motion passed unanimously, with Rep. Becker, Rep. Gibson, and Rep. Urquhart absent for the vote.

1st Sub. S.B. 87 Homeowners Association Requirements (Sen. J. Hickman)

This bill was not considered.

1st Sub. S.B. 158 B and C Roads Amendments (Sen. D. Stowell)

Sen. Stowell introduced and explained the bill to the Committee.

MOTION:    Rep. Dunnigan moved to recommend 1st Sub. S.B. 158 favorably. The motion passed unanimously, with Rep. Becker, Rep. Shurtliff, and Rep. Urquhart absent for the vote.

S.B. 163    Amendments to Municipal and County Land Use (Sen. D. Stowell)

MOTION:    Rep. Froerer moved to recommend S.B. 163 favorably. The motion passed unanimously, with Rep. Becker, Rep. Shurtliff, and Rep. Urquhart absent for the vote.

2nd Sub. S.B. 41 Forms of Municipal Government (Sen. C. Walker)

Sen. Walker introduced and explained the bill to the Committee.

MOTION:    Rep. Allen moved to amend 2nd Sub. S.B. 41 as follows:

1.    Page 1, Lines 15 through 16
    Senate 2nd Reading Amendments
    2-12-2007 :
    

             15          .    requires the repeal of an ordinance establishing a manager form of government if
             16      adopted on or after
{   January 1, 2007   }        September 1, 2006       ; and


2.    Page 2, Lines 41 through 42 :    

             41          (ii) Each governing body that adopted an ordinance establishing a manager form of
             42      government under Subsection (1)(a) on or after
{   January 1, 2007   }        September 1, 2006       shall repeal the ordinance.


The motion passed, with Rep. Wyatt voting in opposition.

MOTION:    Rep. Dunnigan moved to recommend 2nd Sub. S.B. 41 favorably as amended. The motion passed unanimously, with Rep. Becker, Rep. Shurtliff, and Rep. Urquhart absent for the vote.

MOTION:    Rep. Allen moved to adjourn the meeting. The vote was unanimous. Rep. Hunsaker adjourned the meeting at 9:37 a.m.
