Rep. Wyatt called the meeting to order at 4:05 p.m.

MOTION:    Rep. Shurtliff moved to approve the minutes of February 19, 2007. The motion passed unanimously, with Rep. Allen, Rep. Becker, Rep. Dunnigan, Rep. Seelig, and Rep, Urquhart absent for the vote.

H.B. 466    Incorporation of a Town Amendments (Rep. M. Brown)

Rep. Brown introduced and explained the bill to the Committee, with the help of Jodi Hoffman, Utah League of Cities and Towns.

MOTION:    Rep. Gibson moved that the Committee recommend H.B. 466 favorably. The motion passed unanimously, with Rep. Becker and Rep. Dunnigan absent for the vote.

H.B. 457    Municipal Amendments (Rep. C. Herrod)

Rep. Herrod introduced and explained the bill to the Committee.

MOTION:    Rep. Gibson moved to return H.B. 457 to the Rules Committee and recommend the bill be sent to Interim Study. The motion passed unanimously, with Rep. Becker and Rep. Dunnigan absent for the vote.



1st Sub. S.B. 87 Homeowners Association Requirements (Sen. J. Hickman)

Sen. Hickman introduced and explained the bill to the Committee.

MOTION:    Rep. Froerer moved to recommend 1st Sub. S.B. 87 favorably. The motion passed unanimously, with Rep. Becker and Rep. Dunnigan absent for the vote.

MOTION:    Rep. Buxton moved to place 1st Sub. S.B. 87 on the Consent Calendar. The motion passed unanimously, with Rep. Becker and Rep. Dunnigan absent for the vote.

1st Sub. S.B. 170 Distribution of Local Sales and Use Tax Revenues (Sen. G. Davis)

Sen. Davis introduced and explained the bill to the Committee. (handout)

MOTION:    Rep. Buxton moved to amend 1st Sub. S.B. 170 as follows:

1.    Page 1, Lines 14 through 19 :    

             14          This bill:
             15          .    modifies the calculation of the minimum tax revenue distribution certain counties,
             16      cities, and towns receive;
  and      

            
{   17
         .    modifies the time period during which a county, city, or town may receive the
             18      minimum tax revenue distribution; and  
}

             19          .    makes technical changes.

    Senate 3rd Reading Amendments
    2-13-2007 :
    

             58          (ii) "Minimum tax revenue distribution" means the greater of:
             59          (A) the total amount of tax revenue distributions an eligible county, city, or town
             60      receives from a tax imposed in accordance with this part for fiscal year [2004-05.] 2000-01;
{   or   }

             61          (B) the total amount of tax revenue distributions an eligible county, city, or town
             62      receives from a tax imposed in accordance with this part for fiscal year 2004-05
{   .   }        ; or

    (C) the total amount of tax revenue distributions an eligible county, city, or town receives from a tax imposed in accordance with this part for fiscal year 2005-06.  


The motion passed, with Rep. Seelig and Rep. Shurtliff in opposition of the amendment, and Rep. Becker absent for the vote.

MOTION:    Rep. Urquhart moved to recommend 1st Sub. S.B. 170 favorably, as amended. The motion passed unanimously, with Rep. Becker absent for the vote.

MOTION:    Rep. Gibson moved that the meeting be adjourned. The vote was unanimous. Rep. Wyatt adjourned the meeting at 4:32 p.m.
