Rep. Dougall called the meeting to order at 9:04 am.
MOTION: Rep. Frank moved to approve the minutes of the January 30, 2007 meeting. The motion passed unanimously with Rep. Johnson, Rep. Last, and Rep. Moss absent for the vote.
H.B. 146 County Tax Sales of Property (Rep. M. Morley)
MOTION: Rep. Wimmer moved to amend H.B. 146 as follows:
1. Page 2, Lines 36 through 37 :
36 (b) "Tax sale property" means a parcel of real property that was sold
{
in whole
or
}
in part
as an undivided interest
37 at a tax sale in accordance with Section 59-2-1351.1 .
2. Page 2, Lines 42 through 44 :
42 (b) the tax sale interest purchaser's pro rata share of the sale price of the tax sale
43 property based on the percentage of the
{
individual
}
undivided
interest the tax
sale interest purchaser holds
44 in the tax sale property.
Rep. Morley introduced the bill and explained it to the committee. Cary McConnell, Utah County Auditor's Office, spoke against the bill and Larry Richardson, Salt Lake County Treasurer, spoke to the bill.
MOTION: Rep. Hughes moved to transmit amended H.B. 146 with a favorable recommendation. The motion passed unanimously with Rep. Last absent for the vote.
At the request of the chair, Bryant Howe, Assistant Director, distributed a handout and explained "Truth in Taxation"and the method of calculating the certified property tax rate.
H.B. 238 Municipal Telecommunications License Tax Amendments (Rep. W. Harper)
The sponsor requested that this bill be held until the next meeting. The chair asked the interested parties to discuss the issues. Roger Tew, Utah League of Cities and Towns, and Eric Isom, Government Affairs Director, Qwest, spoke to the bill.
H.B. 122 Clean Air and Efficient Vehicle Tax Credit (Rep. R. McGee)
MOTION: Rep. McGee moved to delete in title and body H.B. 122 and replace it with 1st Substitute H.B. 122. The motion passed unanimously with Rep. Harper and Rep. Hughes absent for the vote.
Rep. McGee distributed a handout and introduced the bill and explained it to the committee. Glade Sowards, Utah Division of Air Quality, and Chris Parker, Legislative Research and General Counsel, spoke to the bill.
MOTION: Rep. Hughes moved to adjourn. The motion passed with Rep. Barrus, Rep. Cosgrove, Rep. Johnson, Rep. McGee, and Rep. Moss voting in opposition.
Rep. Dougall adjourned the meeting at 10:00 am.
