Rep. Kiser called to the meeting to order at 2:05 p.m.

H.B. 52    Driver License Fee Amendments (Rep. B. Daw)

Rep. Daw reintroduced the bill to the committee.

MOTION:    Rep. Herrod moved to pass the bill out favorably. The motion passed, with Rep. Cosgrove and Rep. Hemingway voting in opposition. Rep. Ferry, Rep. Menlove, Rep. Morgan, Rep. Snow, and Rep Walker were absent for the vote.

S.B. 6    Uninsured Motorist Identification Database Program Amendments (Sen. C. Walker)

Sen. Walker introduced the bill to the committee with the assistance of Darcy Dixon Pignanelli, Utah State Tax Commission.

MOTION:    Rep. Fisher moved to pass the bill out favorably. The motion passed unanimously, with Rep. Menlove, Rep. Morgan, and Rep Snow absent for the vote.



MOTION:    Rep. Daw moved that S.B. 6 be placed in the Consent Calendar. The motion passed unanimously, with Rep. Menlove, Rep. Morgan, and Rep Snow absent for the vote.

S.B. 19    Commercial Driver License Amendments (Sen. C. Walker)

Sen. Walker introduced the bill to the committee with the assistance of Kim Gibb, Drivers License Division.

MOTION:    Rep. Holdaway moved to pass the bill out favorably. The motion passed unanimously, with Rep. Menlove, Rep. Morgan, and Rep. Snow absent for the vote.

S.B. 20    State Highway Amendments (Sen. C. Walker)

Sen Walker introduced the bill to the committee with the assistance of Linda Toy Hull, Utah Department of Transportation.

MOTION:    Rep. Fisher moved to pass the bill out favorably. The motion passed, with Rep. Morgan absent for the vote.

MOTION:    Rep. King moved to approved the minutes of the January 19, 2007 meeting. The motion passed unanimously, with Rep. Morgan absent for the vote.

H.B. 217    Cell Phone Restriction for Teen Drivers (Rep. K. Holdaway)

Rep. Holdaway introduced the bill to the committee.

MOTION:    Rep. Ferry moved to amend the bill as follows:

1.    Page 1, Line 20:    Delete "and" and insert
        ". provides that enforcement for the wireless telephone prohibition shall be only as a secondary action; and"

2.    Page 2, Line 51:     After line 51 insert:
        "(5) Enforcement of this section by a state or local law enforcement officer shall be only as a secondary action when the vehicle has been detained for a suspected violation by any person in the vehicle of Title 41, Motor Vehicles, other than this section, or for another offense."


The motion to amend passed, with Rep. Cosgrove, Rep. Holdaway, Rep. King, and Rep. Morgan voting in opposition.

MOTION:    Rep. Morgan moved to pass the bill out favorably as amended. The motion passed, with Rep. Daw, Rep. Fisher, Rep. Herrod, Rep. Kiser, and Rep. Walker voting in opposition.

MOTION:    Rep. Menlove moved to adjourn the meeting. The motion passed unanimously.
