Chair VanTassell welcomed everyone and called the meeting to order at 8:07 a.m.

1.    S.B. 85 Mining Test Fees (M. Dmitrich)

    Sen. Dmitrich explained the bill.

    Pete Hackford, Director, Boiler and Elevator Safety Division, Labor Commission, further     explained the bill and answered questions from the committee.

    David Litvin, President, Utah Mining Association, spoke in support of the bill.

     MOTION: Sen. Walker moved to pass the bill out favorably.

    The motion passed unanimously with Sens. Eastman, Hickman, Davis, and Mayne absent for     the vote.


2.    S.B. 102 Master Plumber Licensing
(S. Jenkins)

    
Sen. Jenkins introduced the bill and distributed the following amendment:


1.    Page 13, Lines 384 through 388 :    

             384          (D) in addition to meeting the qualifications of Subsection (3)(a)(i)(A), (B), or (C),has
             385      completed at least
{   one year of a postsecondary education course of study in business,

             386      management, and finance in accordance with rules made by the division regarding:
             387          (I) the number of required courses and course hours; and
             388          (II) the institutions or individuals qualified to offer and teach the courses  
}
  nine semester hours of post secondary education or its equivalent in the areas of project supervision, construction accounting, business law, office management, or other business related courses approved by the Plumbers Licensing Board, except that a contractor who has held a license for at least five years in another trade in the state or in a state that is currently in good standing is exempt from this Subsection (3)(a)(i)(D) requirement.      

    
     MOTION: Sen. Walker moved to adopt the amendment.     
    The motion passed unanimously with Sens. Hickman and Mayne absent for the vote.

    Robert Dudley, Chair, Utah Plumbing Board, and Brad Stevens, Chair, Utah State     Electrical Board, spoke in support of the bill.

     MOTION: Sen. Davis moved to pass the bill out favorably as amended.

    The motion passed unanimously.

3.    S.B. 103 Ineligibility Compensation Benefits
(D. Eastman)

    
Sen. Eastman introduced the bill

    Christopher Love, Deputy Director, Department of Workforce Services, spoke in support of     the bill.

     MOTION: Sen. Walker moved to pass the bill out favorably.

    The motion passed unanimously.


4.    S.B. 87 Homeowners Association Requirements
(J. Hickman)

    
Sen. Hickman introduced the bill and answered questions from the committee.

    Paul Newton, President, Utah Land Title Association, spoke to the bill.

    Michael Miller, Utah Chapter of Community Associations Institute, spoke in support of the     bill.

    Chris Gamvroulas, President, Ivory Development; Mike Ostermiller, Utah Association of     Realtors; and Taz Biesinger, Executive Vice President, Utah Home Builders Association,     expressed concerns with the bill.

     MOTION: Sen. Mayne moved to pass the bill out favorably.

    The motion passed with Sen. Niederhauser voting in opposition and Sens. Eastman and     Walker absent for the vote.

     MOTION: Sen. Davis moved to adjourn.

    The motion passed unanimously at 9:20 a.m. with Sens. Eastman and Walker absent for the     vote.
