Chair VanTassell called the meeting to order at 9:14 a.m.

Approval of Minutes

    MOTION:
Sen. Davis moved to approve the minutes of the February 16, 2007 meeting.

    The motion passed unanimously with Sens. Niederhauser, Walker and Mayne absent for the     vote.

1.    S.B. 44 Scrap Metal Transactions
(J. Greiner)

    
Sen. Greiner introduced the bill.

    Curtis Broadbent, Controller, NUCOR Steel; Mark Lewon, Vice President, Operations, Utah
    Metal Works, Inc.; Larry Bunkall, Assistant Director, Government and Public Relations,     Kennecott Copper, Vice President, Utah Manufacturers Association; Robert Trish, General     Manager, Metal Management; and Rich Thorn, President, CEO, Associated General     Contractors; spoke to the bill.

     MOTION: Sen. Walker moved to go to the next item on the agenda.

    The motion passed unanimously.



2.    S.B. 109 Transfers of Structured Settlements (E. Mayne)

    Sen. Mayne introduced the bill and distributed the following amendments:

1.    Page 2, Lines 30 through 33 :    

             30          (1) For purposes of this section:
             31          (a) "Payment rights under workers' compensation" means
{   an employee's   }        the       right to

             32      receive compensation under this chapter or Chapter 3, Utah Occupational Disease Act,
             33      including the payment of a workers' compensation claim, award, benefit, or settlement.

2.    Page 2, Lines 53 through 54 :    

             53          (3) (a) Beginning April 30, 2007,
{   an employee   }        a person       may not transfer payment rights under

             54      workers' compensation.
    
     MOTION: Sen. Mayne moved to adopt the amendments.

    The motion passed unanimously with Sen. Eastman absent for the vote.

    Alan Hennebold, Deputy Commissioner, Utah Labor Commission, further explained the bill.

    LaRee Miller, Executive Director, Utah Citizens Alliance, spoke in support of the bill.

     MOTION: Sen Davis moved to pass the bill out favorably.

    The motion passed unanimously with Sen. Eastman absent for the vote.

     MOTION: Sen.Walker moved to adjourn.

    The motion passed unanimously at 9:55 a.m. with Sen. Eastman absent for the vote.
