Chair VanTassell called the meeting to order at 8:15 a.m.

Approval of Minutes

    MOTION:
Sen. Hickman moved to approve the minutes of the January 18, 2007 meeting.

    The motion passed unanimously with Sens. Eastman, Davis, and Mayne absent for the vote.

    Sen. Walker assumed the chair.


1.    S.B. 121 Department of Commerce Fund Amendments
(K. VanTassell)

    Sen. VanTassell introduced the bill.

    Francine Giani, Executive Director, Department of Commerce, further explained the bill.

     MOTION. Sen. VanTassell moved to pass the bill out favorably.

    The motion passed unanimously with Sens. Eastman, Davis, and Mayne absent for the vote.

    Sen. VanTassell resumed the chair.

2.    S.B. 83 Acupuncture Licensing Act Amendments (McCoy)

    
Sen. McCoy introduced the bill and proposed the following amendment:

1.    Page 2, Lines 50 through 52 :    

             50          (b) Adjunctive therapies within the scope of acupuncture may include:
             51          (i) manual, mechanical, thermal, electrical,
  light,       and electromagnetic treatments based on

             52      traditional oriental medical diagnosis and concepts;

     MOTION: Sen. Walker moved to adopt the amendment.

    The motion passed unanimously with Sens. Eastman, Davis, and Mayne absent for the vote.

    Kris Justesen, Chair, Utah Acupuncture Association, further explained and spoke in support     of the bill.

    Kelly Atkinson, Executive Director, Utah Health Insurance Association; and Dr. Vaughn     Park, Legislative Liaison, Utah Veterinary Medicine Association, spoke in support of the bill.

     MOTION: Sen. Hickman moved to pass the bill out favorably as amended.

    The motion passed unanimously with Sens. Eastman and Davis absent for the vote.

3.    S.B. 51 Alcoholic Beverage Enforcement and Treatment Restricted Account     Amendments (M. Waddoups)

    
Sen. Waddoups introduced the bill and a handout was distributed.


    Anna Kay Waddoups, DUI Subcommittee, and Mary Lou Emerson, Director, Utah     Substance Abuse and Anti-Violence Coordinating Council, spoke in support of the bill.

     MOTION: Sen. Walker moved to pass the bill out favorably.

    The motion passed unanimously with Sen. Eastman absent for the vote.

     MOTION: Sen. Hickman moved that the bill be placed on the Consent Calendar.

    The motion passed unanimously with Sen. Eastman absent for the vote.

4.    S.B. 108 Workers' Compensation - Time Limitations (E. Mayne)

    
Sen. Mayne introduced the bill assisted by Joyce A. Sewell, Director, Industrial Accident     Division, Labor Commission.

    Dennis Lloyd, General Counsel, Workers Compensation Fund; Richard Burke, Attorney,     Utah Trial Lawyers Association; and LaRee Miller, Executive Director, Utah Citizens     Alliance, spoke in support of the bill.

     MOTION: Sen. Davis moved to pass the bill out favorably.

    The motion passed unanimously.

5.    S.B. 126 Sales Representative Commission Payment Act (S. Killpack)

    
Sen. Killpack introduced the bill.

    Gary Thorup, Local Counsel, Property and Casualty Insurers Association of America, spoke     in support of the bill.

     MOTION: Sen. Walker moved to pass the bill out favorably.

    The motion passed unanimously.

     MOTION: Sen. Davis moved to adjourn.

    The Chair adjourned the meeting at 9:18 a.m.
