Approval of Minutes
MOTION: Sen. Walker moved to approve the minutes of January 26, 2007.
The motion passed unanimously.
1. S.B. 91 Uniform Commercial Code - General Provisions (L. Hillyard)
Sen. Hillyard introduced the bill and lst Sub. S.B. 91 was distributed.
MOTION: Sen. Walker moved to adopt 1st Sub. S.B. 91.
The motion passed unanimously.
Howard Headlee, President, Utah Bankers Association, spoke in support of the bill.
MOTION: Sen. Niederhauser moved to pass the bill out favorably.
The motion passed unanimously.
2. S.B. 144 Financial Institutions Amendments (L. Hillyard)
Sen. Hillyard introduced the bill.
Ed Leary, Commissioner, Utah Department of Financial Institutions, further clarified the bill and answered questions from the committee.
Randon Wilson, Counsel, America West Bank, spoke against the bill.
George Sutton, General Counsel, Utah Bankers Association and Utah Association of Financial Services, added clarifying information.
Howard Headlee, President, Utah Bankers Association, spoke in support of the bill, expressing some discomfort.
MOTION: Sen. Niederhauser moved to pass the bill out favorably.
The motion passed unanimously.
3. H.B. 13 Workers' Compensation Fund - Board Amendments (D. Clark)
Rep. D. Clark introduced the bill.
Dennis Lloyd, General Counsel, Workers' Compensation Fund, and Mike Zuhl, Employers Insurance Co. of Nevada, spoke in support of the bill.
MOTION: Sen. Walker moved to pass the bill out favorably.
The motion passed unanimously.
4. 1st Sub. H.B. 29 Professional Employer Organization Related Amendments

Rep. Dunnigan introduced the bill.
Bill Pendleton, Owner, a Utah Professional Employer Organization; Scott DiBiaso, National Association of Professional Employer Organizations; and Paul Rogers, Workers' Compensation Fund; spoke in support of the bill.
MOTION: Sen. Walker moved to pass the bill out favorably.

5. S.R. 1 Senate Rules Resolution - Occupational and Professional Licensure Review Committee Summary (S. Jenkins)
Sen. Jenkins introduced the bill and the following amendment was distributed:
