Committee Chair Knudson called the meeting to order at 8:05 a.m.
MOTION: Sen. Buttars moved to approve the minutes of the January 25, 2007 meeting.
The motion passed with Sen. Hickman, Sen. Jenkins, and Sen. Romero absent for the vote.
1. S.B. 130 Municipal Code Amendments (D. Eastman)
The bill was not considered.
2. S.B. 141 Commission and Council Seats in Counties of First and Second Class
(S. Killpack)
The bill was not considered.
3. S.B. 163 Amendments to Municipal and County Land Use (D. Stowell)
The bill was not considered.
4. S.B. 98 Governmental Immunity for Trails (D.C. Buttars)
Sen. Buttars explained the bill.

5. S.B. 119 Municipal License Fee or Tax on Public Assembly Facilities

MOTION: Sen. McCoy moved to pass the bill out favorably.
The motion passed with Sen. Jenkins voting in opposition, and with Chair Knudson, and
Sen. Hickman absent for the vote.
6. S.B. 41 Forms of Municipal Government (C. Walker)
Sen. Walker asked for a motion to delete the title and body of S.B. 41 and replace it with First Substitute S.B. 41.
MOTION: Sen. McCoy moved to accept the substitute bill.
The motion passed unanimously.
Sen. Walker and Sen. Bramble co-sponsors of the bill explained the bill.
Chair Knudson resumed the Chair.
