Committee Chair Knudson called the meeting to order at 8:00 a.m.

1.    S.B. 130 Municipal Code Amendments (D. Eastman)

    
Sen. Eastman explained the bill assisted by Lisa Watts Baskin, City Councilwoman, North Salt Lake.

    The following individuals spoke in opposition to the bill.

            Carlton Christensen, Councilman, Salt Lake City
            Dahnelle Burton-Lee, Salt Lake County
            Shawn Gulman, St. George City Attorney    
    
    MOTION:
Sen. Hickman moved to amend the bill.

    The motion was withdrawn.

     MOTION: Sen. Buttars moved to pass the bill out favorably.

     SUBSTITUTE MOTION: Sen. Hickman moved to hold the bill in committee.



    The motion passed with Sen. Jenkins and Chair Knudson voting in opposition.

2.    S.B. 166 Notary Public Amendments (R. Romero)

    Sen. Romero asked for a motion to delete the title and body of S.B. 166 and replace it with 1st Substitute S.B. 166.

     MOTION: Sen. Buttars moved to accept the substitute bill.

    The motion passed with Sen. Hickman absent for the vote.

    Sen. Romero explained the substitute bill.

    Victoria Kidman, attorney, Unauthorized Practice of Law Committee, spoke in support of the bill.

     MOTION: Sen. Buttars moved to pass the bill out favorably.

    The motion passed with Sen. Hickman absent for the vote.

3.    H.B. 61 Election Law Amendments (D. Aagard)

    
Rep. Aagard explained the bill.

     MOTION: Sen. McCoy moved to pass the bill out favorably.

    The motion passed with Sen. Hickman and Sen. Jenkins absent for the vote.

4.    H.B. 63S1 Initiative and Referendum - Signature Verification Procedures
    
(N. Hendrickson)

    Rep. Hendrickson explained the bill.

     MOTION: Sen. Buttars moved to pass the bill out favorably.

    The motion passed unanimously with Sen. Hickman absent for the vote.

5.    S.B. 163 Amendments to Municipal and County Land Use (D. Stowell)

    The bill was not considered.



6.    S.B. 167 Utah Sports Authority (M. Dmitrich)

    
The bill was not considered.

7.    S.B. 172 Municipal Land Use, Development, & Management Changes
    
(S. Killpack)

    The bill was not considered.

8.    S.B. 63 State Zero-based Budgeting (W. Niederhauser)

    The bill was not considered.

MOTION: Sen. Jenkins moved to adjourn.

The motion passed unanimously.

Chair Knudson adjourned the meeting at 9:20 a.m.
