Committee Chair Knudson called the meeting to order at 8:07 a.m.

     MOTION: Sen. Jenkins moved to approve the minutes of the February 7, 2007 meeting.

    The motion passed with Sen. Buttars, Sen. Hickman, and Sen. McCoy absent for the vote.

1.    S.B. 185 Utility Improvement District Revision (K. VanTassell)

    Sen. VanTassell asked the committee to adopt 2nd Substitute S.B. 185.

     MOTION: Sen. Jenkins moved to delete in title and body S.B. 185 and replace it with 2nd Substitute S.B. 185 "Utility Improvement District Revision."

    The motion passed unanimously with Sen. Buttars, Sen. Hickman, and Sen. McCoy absent for the vote.

    Sen. VanTassell explained the substitute bill.

    Gary Hill, Budget Manager, Park City, spoke in support of the bill.



     MOTION: Sen. Romero moved to pass the bill out favorably.

    The motion passed with Sen. Buttars, Sen. Hickman, and Sen. McCoy absent for the vote.

2.    S.B. 187 Utah Relocation Assistance Act Amendments (L. Hillyard)

    
Sen. Hillyard introduced Craig Call, Property Rights Ombudsman, who explained the bill.

    Lyle McMillan, Director of Right of Way, UDOT, spoke in support of the bill.

     MOTION: Sen. Jenkins moved to pass the bill out favorably.

    The motion passed unanimously with Sen. Buttars and Sen. Hickman absent for the vote.

3.    S.B. 218 Community Development and Renewal Agency Amendments C. Bramble)

    Sen. Bramble told the committee that the bill has been substituted and asked that the substitute bill to be adopted.

     MOTION: Sen. Jenkins moved to delete in title and body S.B. 218 and replace it with 1st Substitute S.B. 218 "Community Development and Renewal Agency Amendments. "

    The motion passed unanimously with Sen. Buttars absent for the vote.

    Sen. Bramble explained the substitute bill.

    Randy Sant, Economic Director, Sandy City, spoke in support of the bill.

     MOTION: Sen. Jenkins moved to pass the bill out favorably.

    The motion passed unanimously.

4.    S.B. 67 Utah Public Notice Website Provisions (D. Stowell)

    The bill was not considered.

5.    S.J.R. 12 Resolution Amending Utah Constitution (J. Valentine)

    Sen. Bramble presented the bill for Pres. Valentine. He asked the committee to adopt the following amendment:



    1) change line 15 "the first Tuesday after the third Monday in January;"
     to: "the first Thursday after the third Monday in January;" and

    2) change line 31 "shall begin on the first Tuesday after the third Monday in January" to
     "shall begin on the first Thursday after the third Monday in January."

     MOTION: Sen. Hickman moved to adopt the amendment.

    The motion passed unanimously.

    Pres. Valentine and Sen. Bramble explained the bill.

     MOTION: Sen. McCoy moved to pass the bill out favorably as amended.

    The motion passed with Sen. Jenkins voting in opposition.

    Sen. Buttars assumed the Chair.

6.    S.B. 250 Military Justice Code Amendments (P. Knudson)

     Chair Knudson explained the bill.

     Scot Olson, Legislative Liaison, Utah National Guard , spoke in support of the bill.

     MOTION: Sen. Jenkins moved to pass the bill out favorably.

    The motion passed unanimously.

     MOTION: Sen. Hickman moved to place the bill on the Consent Calendar.

    The motion passed unanimously.

    Chair Knudson resumed the Chair.

7.    H.B. 216 Division of Facilities Construction and Management Amendments
    (D. G. Buxton)

    
Rep. Buxton explained the bill.

     MOTION: Sen. Hickman moved to pass the bill out favorably.



    The motion passed unanimously.

     MOTION: Sen. Hickman moved to place the bill on the Consent Calendar.

    The motion passed unanimously.

8.    H.B. 200 Standardizing Documents Filed with County Recorder (C. Frank)

    Rep. Frank explained the bill.

    Gary Ott, Salt Lake County Recorder, spoke in support of the bill.

     MOTION: Sen. Jenkins moved to pass the bill out favorably.

    The motion passed unanimously.

9.    H.B. 247 Special Service District Authority to Provide Jail Facilities (J. Mathis)

    
Rep. Mathis explained the bill.

     MOTION: Sen. Jenkins moved to pass the bill out favorably.

    The motion passed unanimously.

10.    H.B. 257 Open and Public Meeting Act Amendments (G. Donnelson)

    Rep. Donnelson explained the bill.

     MOTION: Sen. Jenkins moved to pass the bill out favorably.

    The motion passed unanimously.

Reconsideration of S.J.R. 12 Resolution Amending Utah Constitution (J. Valentine)

    
At Pres.Valentine's request the committee reconsidered previous action on the bill.

     MOTION: Sen. Hickman moved to reconsider the previous action on S.J.R. 12
    Resolution Amending Utah Constitution.

    
The motion passed unanimously.



    Andrew Long, Intern for Pres. Valentine, proposed the following amendment:

    1) on lines 14 and 15, change "the third Monday in January" to "the fourth Monday in January ," and

    2) on line 31 , change "shall begin on the first Tuesday after the third Monday" to
    "shall begin on the fourth Monday in January."

    MOTION:
Sen. Hickman moved to adopt the amendment.

    The motion passed unanimously.

     MOTION: Sen. Hickman moved to pass the bill out favorably as amended.

    The motion passed with Sen. Jenkins voting in opposition.

Committee Chair Knudson adjourned the meeting at 9:10 a.m.
