Committee Chair Buttars called the meeting to order at 8:05 a.m.

1.    S.B. 42 Preferred Prescription Drug List (A. Christensen)

    Sen. Christensen explained the bill and proposed an amendment.

    Sen. McCoy moved to adopt the following amendment:

        Page 2, Lines 56 through 57

             56          (c) may include placing some drugs
  , except psychotropic or anti-


psychotic drugs,  
on a preferred drug list to the extent determined

             57      appropriate by the department.


    The motion passed unanimously.

2.    S.B. 89 Revising Death Certificates
(C. Walker)

    Sen. Walker presented the bill.

    Richard Hamp, Attorney General's Office, spoke in support of the bill.

     MOTION: Sen. Goodfellow moved to pass the bill out favorably.

    The motion passed unanimously.

3.    S.J.R. 4 Resolution Establishing Right to Health Care ( S. McCoy)

    
MOTION: Sen. McCoy moved that the bill be returned to the Rules Committee with a recommendation that the bill be sent to the Constitutional Revision Commission for its consideration.

    The motion passed unanimously.

4.    S.B. 26 Utah Commission on Aging (P. Jones)

    Sen. Jones presented the bill.

    
Maureen Henry, executive director, Commission on Aging, spoke in support of the bill.


    MOTION:
Sen. McCoy proposed the following amendments to the bill:

        Page 1, Lines 18 through 20

5.    S.B. 82 Amendments to Utah Comprehensive Health Insurance Pool
(G. Davis)

    Sen. Davis presented the bill.
    Tomi Ossana, HIPUtah, answered questions about HIPUtah.


     MOTION: Sen. McCoy moved to pass the bill out favorably.

    The motion passed unanimously.

6.    S.B. 92 Revised Uniform Anatomical Gift Act (L. Hillyard)

    
Sen. Hillyard presented the bill.

    MOTION: Sen. Goodfellow proposed the following amendments to the bill:

             183          (9) "Driver license" means a license or permit issued by the

The committee briefly considered this bill but took no action. The chair announced that this bill will be the first item on the agenda at the next meeting.
