MOTION: Sen Goodfellow moved to approve the minutes of the Feb. 1, 2007 meeting.
The motion passed unanimously with Sen. Christensen and Sen. McCoy absent for the vote.
1. S.C.R. 4 Concurrent Resolution Urging Participation by Taiwan in World Health
Organization (C. Bramble)
Sen. Bramble explained the bill.
MOTION: Sen. Goodfellow moved to pass the bill out favorably.
The motion passed unanimously with Sen. Christensen and Sen. McCoy absent for the vote.
2. S.B. 165 Producer and Affiliate Disclosure Amendments (M. Waddoups)
MOTION: Sen. Goodfellow moved to delete S.B. 165 in title and body and replace it
with 1st Substitute S.B. 165, "Producer and Affiliate Disclosure Amendments."
The motion passed unanimously with Sen. Knudson absent for the vote.
Senator Waddoups spoke concerning the bill.
MOTION: Sen. Christensen moved to go to the next item on the agenda.
The motion passed unanimously with Sen. Knudson absent for the vote.
3. S.B. 182 Child Support Modifications for TANF Recipients (L. Hillyard)
Sen. Hillyard explained the bill.
MOTION: Sen. Knudson moved to pass the bill out favorably.
The motion passed with Sen. Christensen and Sen. McCoy absent for the vote.
MOTION: Sen. Knudson moved to place the bill on the consent calendar.
The motion passed unanimously with Sen. McCoy absent for the vote.
4. S.B. 184 Revisions to Child Support Definitions (L. Hillyard)
Sen. Hillyard explained the bill, assisted by Mark Braser, Director, Office of Recovery
Services, Department of Human Services.
Deborah Wright, single mother of seven children, spoke in support of the bill.
Craig Burnson, citizen, spoke in opposition to the bill.
MOTION: Sen. Christensen moved to pass the bill out favorably.
The motion passed with Chair Buttars voting in opposition and Sen. Knudson absent
for the vote.
5. S.B. 200 Reduced Cigarette Ignition Propensity (E. Mayne)
MOTION: Sen. McCoy moved to amend the bills as follows:

60 (3) "Manufacturer" means
61 (a) any entity which:
62 (i) manufactures or otherwise produces cigarettes to be sold in the state;
63 (ii) causes cigarettes to be manufactured or produced anywhere with the intent to sell in
64 the state; or
65 (iii) manufactures or otherwise produces cigarettes or cause cigarettes to be
66 manufactured or produced with the intent to sell in the United States through an importer;
67 (b) the first purchaser anywhere that intends to resell in the United States cigarettes
68 manufactured anywhere that the original manufacturer or maker does not intend to be sold in
69 the United States; or
70 (c) any entity that becomes a successor of an entity described in Subsection (3)(a) or
71 (3)(b). }
