Committee Chair Buttars called the meeting to order at 8:05 a.m.
MOTION: Sen. Christensen moved to approve the minutes of the Feb. 7, 2007 meeting.
The motion passed unanimously with Sen. Goodfellow absent for the vote.
1. H.B. 236S4 Student Clubs Amendments (A. Tilton)
Rep. Tilton explained the bill.
The following individuals spoke against the bill.

MOTION: Sen. McCoy moved to delete in title and body H.B. 236S4 and replace it with 3rd Substitute H.B. 236, Student Clubs Amendments.
The motion failed with Sen. Christensen, Sen. Knudson, and Chair Buttars voting in opposition.
MOTION: Sen. Christensen moved to pass S.B. 236S4 out favorably.
The motion passed with Sen. Goodfellow and Sen. McCoy voting in opposition.
2. H.B. 252 Utah Suicide Prevention Act (W. Harper)
Sen. Niederhauser spoke in behalf of Rep. Harper and asked the committee to adopt 1st Substitute H.B. 252.
MOTION: Sen. Knudson moved to delete in title and body H.B. 252 and replace it with 1st Substitute H.B. 252, Utah Suicide Prevention Act.
The motion passed unanimously with Sen. Goodfellow absent for the vote.
Sen. Niederhauser explained the bill.

No action was taken on the substitute bill.
