Chair Bell called the meeting to order at 2:20 p.m. He welcomed Sens. Greiner and Romero to the Committee.
    

1.    S.B. 86 Repeal of Libel and Slander Provisions (S. McCoy)     
    Sen. McCoy explained the bill.

    Paul Boyden, Statewide Association of Prosecuting Attorneys , spoke in favor of the bill.

     MOTION: Sen. Madsen moved to transmit the bill with a favorable recommendation.


    The motion passed unanimously with Sen. Hillyard absent for the vote.

2.    S.B. 38 Juvenile Court Judge (C. Walker)

    Rick Schwermer, Courts, explained the bill.

    Judge Kim Hornak, Courts, spoke in favor of the bill and responded to questions from     Committee members.

    Ronda Ross, Utah PTA, spoke in favor of the bill.
    
     MOTION: Sen. McCoy moved to transmit the bill with a favorable recommendation.

    The motion passed unanimously with Sen. Hillyard absent for the vote.

3.    S.B. 35 Uniform Child Abduction Prevention Act (L. Hillyard)

    This bill was not considered.

4.    S.B. 23 Child Support Guidelines (G. Bell)

    Sen. Madsen assumed the Chair.

     MOTION: Sen. Bell moved to delete S.B. 23, Child Support Guidelines; and replace it with     1st Sub. S.B. 23, Child Support Guidelines.

    The motion passed unanimously.

    Sen. Bell explained the bill.

    Mark Brasher, Office of Recovery Services, spoke in favor of the bill and responded to     questions.

    Stewart Ralphs, Executive Director, Legal Aid Society, spoke in favor of the bill and     responded to questions.
