Approval of Minutes

    MOTION:
Sen. Greiner moved to approve the minutes of January 2, 2007.

    The motion passed unanimously with Sen. Madsen absent for the vote.

1.     H.B. 44 Motor Vehicle Insurance Arbitration Amendments (Rep. S. Urquhart)

    
Rep. Urquhart explained the bill.

    Steve Sullivan, Robert J. DeBry & Associates, spoke in favor of the bill.

    Chris Purcell, State Farm Insurance, spoke in favor of the bill.



     MOTION: Pres. Valentine moved to pass H.B. 44 out of Committee with a favorable     recommendation.

    The motion passed unanimously with Sen. Madsen absent for the vote.

    Pres. Valentine assumed the Chair.

2.     S.B. 164 Statute of Limitations for Bodily Injury (Sen. G. Bell)

    Chair Bell explained the bill.

    Lloyd Jones, Attorney, Defense Bar, assisted in the explanation of the bill.

    Richard Glauser, Attorney, Bear River Insurance Company, spoke in favor of the bill.

    Steve Sullivan, Robert J. DeBry Associates, spoke against the bill.
    
     MOTION: Chair Bell moved to pass S.B. 164 out of Committee with a favorable     recommendation.

    The motion failed with Chair Bell and Sen. Madsen voting in favor of the motion.

    Chair Bell assumed the Chair.

3.    S.B. 221 Judicial Retention Election Task Force (Sen. D. C. Buttars)

    Sen. Buttars explained the bill and distributed select pages from the Voter Information     Pamphlet.

    Delpha Baird, Citizen, spoke in favor of the bill.

    Rick Schwermer, Administration Office of the Courts, spoke to the bill.

     MOTION: Sen. Madsen moved to pass S.B. 221 out of Committee with a favorable     recommendation.

    The motion passed with Sens. McCoy and Romero voting in opposition to the motion with     Pres. Valentine absent for the vote.

4.    H.B. 45 Comparative Negligence Amendments (Rep. S. Wyatt)

    
The bill was held at the request of the Sponsor.


5.    H.B. 85 Sentence Reduction Clarification (Rep. S. Wyatt)

    Rep. Wyatt explained the bill.

    Chad Platt, Statewide Association of Prosecutors, assisted in the explanation of the bill.

     MOTION: Sen. Romero moved to pass H.B. 85 out of Committee with a favorable     recommendation.

    The motion passed unanimously with Pres. Valentine and Sen. Hillyard absent for the vote.

6.    H.B. 206 County Jail - Work Release Process Amendments (Rep. S. Wyatt)

    
Rep. Wyatt explained the bill.

     MOTION: Sen. Greiner moved to pass H.B. 206 out of Committee with a favorable     recommendation.

    The motion passed unanimously with Pres. Valentine and Sen. Hillyard absent for the vote.

7.    H.B. 83 Forgery Amendments (Rep. D. Aagard)

    Rep. Aagard explained the bill.

    Wade Farraway, Attorney General's Office, assisted in the explanation of the bill.

     MOTION: Sen. Romero moved to pass H.B. 83 out of Committee with a favorable     recommendation.

    The motion passed unanimously with Pres. Valentine and Sen. Hillyard absent for the vote.

     MOTION: Sen. Romero moved to place H.B. 83 on the Consent Calendar.

    The motion passed unanimously with Pres. Valentine and Sen. Hillyard absent for the vote.     
8.    H.B. 210 County Sheriff Qualification Amendments (Rep. B. Dee)

    
Rep. Dee explained the bill.

    Reed Richards, Attorney General's Office, assisted in the explanation of the bill.

     MOTION: Sen. Romero moved to pass H.B. 210 out of Committee with a favorable     recommendation.



    The motion passed unanimously with Pres. Valentine and Sen. Hillyard absent for the vote.

     MOTION: Sen. Romero moved to place H.B. 210 on the Consent Calendar.

    The motion passed unanimously with Pres. Valentine and Sen. Hillyard absent for the vote.

     MOTION: Sen. McCoy moved to adjourn.
