Approval of Minutes
MOTION: Sen. McCoy moved to approve the minutes of February 8, 2007.
The motion passed unanimously with Sens. Hillyard, Madsen and Romero absent for the vote.
1. 1st Sub. H.B. 91 Commission on Criminal and Juvenile Justice Funding (Rep. B. Dee)
Rep. Dee explained the bill and distributed a handout.
David Walsh, Director, Programs/Budget, CCJJ, assisted in the explanation of the bill.
MOTION: Sen. Greiner moved to pass H.B. 91 out of Committee with a favorable recommendation.
The motion passed with Sen. Hillyard voting against the motion and Sen. Madsen absent for the vote.
2. H.B. 107 Funding for Prosecution and Prevention of Child Pornography Offenses (Rep. R. Bigelow)
Rep. Bigelow explained the bill and distributed a handout.
Pamela Atkinson, Community Advocate, spoke in favor of the bill.
MOTION: Sen. Hillyard moved to pass H.B. 107 out of Committee with a favorable recommendation.
The motion passed unanimously with Sen. Madsen absent for the vote.
3. H.B. 112 Utah Council on Victims of Crime (Rep. S. Wyatt)
Rep. Wyatt explained the bill.

4. H.B. 270 Amendments to Extradition Statute (Rep. S. Wyatt)
Rep. Wyatt explained the bill and distributed a handout.
MOTION: Sen. Greiner moved to pass H.B. 270 out of Committee with a favorable recommendation.
The motion passed unanimously with Sen. Hillyard absent for the vote.
5. H.B. 265 Obstructing a Warrant or Order to Show Cause of a Parolee or Probationer (Rep. R. Lockhart)
Rep. Lockhard explained the bill.

6. H.B. 231 Controlled Substances Penalty Amendments (Rep. W. Harper)
Rep. Harper explained the bill.
Scott Carver, Director, Utah Sentencing Commission; and Patsy Chandler, Utah State PTA, spoke in favor of the bill.
MOTION: Sen. Madsen moved to pass H.B. 231 out of Committee with a favorable recommendation.
The motion passed unanimously with Sen. Hillyard absent for the vote.
7. H.B. 255 Prohibition of Citation Quotas (Rep. N. Hansen)
Rep. Hansen explained the bill.
Michael Larsen, President, Utah Chiefs of Police, Director, Orem Department of Public Safety; Terry Keefe, Police Chief, Layton City; Bud Cox, Sheriff, Davis County; and Gary Crane, Attorney, Layton City and the Utah League of Cities and Towns, spoke against the bill.
Sen. Greiner declared a Conflict of Interest and spoke against the bill.
MOTION: Sen. Romero moved to pass H.B. 255 out of Committee with a favorable recommendation.
SUBSTITUTE MOTION: Sen. Greiner moved to go to the next agenda item.
The substitute motion failed with Chair Bell and Sen. Greiner voting in favor of the motion and Sens. Hillyard and Madsen absent for the vote.
The original motion failed with Sens. McCoy and Romero voting in favor of the motion and Sens. Hillyard and Madsen absent for the vote.
Sen. Greiner assumed the Chair.
8. H.B. 76 Public Safety Dispatcher Compensation (Rep. D. Bowman)
Sen. Buttars explained the bill.
MOTION: Sen. McCoy moved to pass H.B. 76 out of Committee with a favorable recommendation.
The motion passed unanimously with Chair Bell and Sens. Hillyard and Madsen absent for the vote.
MOTION: Sen. McCoy moved to place H.B. 76 on the Consent Calendar.
The motion passed unanimously with Chair Bell and Sens. Hillyard and Madsen absent for the vote.
9. H.B. 274 Violent Crime in Presence of a Child (Rep. Janice Fisher)
Sen. Romero explained the bill.
MOTION: Sen. Madsen moved to pass H.B. 274 out of Committee with a favorable recommendation.
The motion passed unanimously with Chair Bell and Sens. Hillyard and McCoy absent for the vote.
MOTION: Sen. Romero moved to adjourn.
