Committee Chair Peterson called the meeting to order at 8:38 a.m.
1. Approval of Minutes
MOTION: Sen. Waddoups moved to approve the minutes of February 8, 2007.
The motion passed unanimously with Sen. Christensen and Sen. Stowell absent at the time of voting.
2. H.B. 48 Department of Natural Resources Amendments (Rep. R. Wheeler)
Rep. Richard Wheeler introduced the bill. Mike Styler, Director, Utah Department of Natural Resources, assisted in the presentation.
MOTION: Sen. Dayton moved to replace H.B. 48 with 1st Sub. H.B. 48, Department of Natural Resources Amendments.
The motion passed unanimously with Sen. Christensen and Sen. Stowell absent at the time of voting.
Sen. Waddoups assumed the chair.
Ernie Perkins, Chair, Wildlife and Habitat Coalition spoke in support of the bill.
MOTION: Sen. Dayton moved to pass 1st Sub. H.B. 48, Department of Natural Resources Amendments, out favorably.
The motion passed unanimously with Sen. Peterson, Sen. Christensen and Sen. Davis absent at the time of voting.
3. H.B. 243 Energy Policy Amendments (Rep. R. Barrus)
Rep. Roger Barrus introduced the bill.
MOTION: Sen. Davis moved to pass H.B. 243, Energy Policy Amendments, out favorably.
The motion passed unanimously with Sen. Peterson absent at the time of voting.
4. 1st Sub. S.B. 207 Waste Tire Recycling Act Revisions (Sen. F. Fife)
Sen. Fife introduced the bill. Fred Barney, part owner, Tire Disposal and Recycling, assisted in the presentation.
Sen. Peterson assumed the chair.
Larry Fidler, citizen representing area in which Tire Disposal and Recycling is located, spoke in support of the bill.
MOTION: Sen. Davis moved to pass 1st Sub. S.B. 207, Waste Tire Recycling Act Revisions, out favorably.
The motion passed, with Sen. Waddoups voting in opposition.
5. 1st Sub. H.B. 311 Utah Dairy Act Amendments (Rep. K. Gibson)
Rep. Kerry Gibson introduced the bill.
MOTION: Sen. Davis moved to amend 1st Sub. H.B. 311 as follows:

MOTION: Sen. Christensen moved to pass 1st Sub. H.B. 311, Utah Dairy Act Amendments, out favorably as amended.
The motion passed unanimously.
